Switzerland is NOT an EU member. It has its own FSVO country classification system (BLV, blv.admin.ch). While Uruguay is expected to be classified as high-risk/unlisted by the FSVO (requiring the titre test), this must be confirmed at blv.admin.ch before beginning preparations. Do not rely solely on the EU unlisted classification.
The Swiss health certificate template based on EU Annex IV may have Swiss-specific adaptations. Confirm the correct template with the FSVO before having DGSG endorse the document. A certificate on the wrong template may be rejected at ZRH.

How to keep this move on track
Use an official, government-authorised vet for the health certificate, not just your usual clinic. Many destinations only accept certificates signed by an approved vet.
If this is your first international move, consider an IPATA-registered pet transport agent. They handle the documents, airline booking and crate sizing, and can troubleshoot problems.
Get your pet used to the travel crate weeks in advance. A calm, crate-familiar animal travels far better than one meeting the crate for the first time at the airport.
Confirm live animal acceptance on every flight segment before booking. Not all aircraft or connections take pets, and cargo terms can differ leg to leg.

No. Switzerland’s FSVO applies the same import rules regardless of the nationality of the owner. The determining factor is the country from which the pet is travelling, not the owner’s nationality. Uruguay’s expected classification as unlisted by the FSVO means the FAVN titre test and 90-day wait apply regardless of whether the owner is Swiss, Uruguayan, or any other nationality. The choice depends on convenience and turnaround time. ANSES (Laboratoire de la Rage, Nancy, France) is widely used for South American samples and has EU approval under Commission Decision 2000/258/EC. The Animal and Plant Health Agency (APHA) in the UK accepts international samples. Kansas State University Rabies Laboratory in the US also accepts samples from Uruguay. All three are recognised by the FSVO for Swiss import purposes. Your MGAP-registered vet can arrange sample shipping to any of these.
The health certificate is only valid for 10 days from the date of DGSG endorsement. If your departure from Uruguay is delayed beyond those 10 days, a new health certificate must be issued and endorsed by DGSG. This is inconvenient but not a regulatory problem, as long as the titre test result is still valid (the vaccination must still be current).
