Overview
The Netherlands applies the EU unlisted country rules to pets from Uruguay: FAVN titre test at an EU-approved laboratory, a 90-day wait from the blood draw date, and a MGAP-DGSG endorsed EU health certificate. Allow five to six months. The blood sample must be shipped internationally from Montevideo, and Schiphol’s Animal Hotel is the arrival point where NVWA inspectors check documents. KLM Cargo via Buenos Aires is the most direct routing option.

Read before you book

⚠ Uruguay is EU unlisted. The FAVN test and 90-day wait apply regardless of other Uruguay-EU links.
⚠ The 90-day wait starts from the blood draw date, not when results arrive. Draw blood as early as possible.
⚠ International sample shipping from Montevideo to an EU-approved lab requires correct biological packaging and documentation. Use an experienced vet or specialist agent.
⚠ The DGSG endorsement step takes time. Allow at least 5 working days.
⚠ Cats from Uruguay also require the FAVN test and 90-day wait for entry into the Netherlands.

Why Uruguay is EU unlisted and what that means in practice

The EU divides third countries into listed (those whose rabies controls have been formally assessed as equivalent) and unlisted (all others). Uruguay has not undergone the EU equivalence assessment, so it is treated as unlisted under Commission Delegated Regulation (EU) 2026/131 (April 2026, replacing EU 576/2013). This classification applies regardless of Uruguay’s trade relationship with the EU or any other bilateral links.

In practice, it means FAVN titre test results are required: the blood must be drawn at least 30 days after rabies vaccination and show a minimum titre of 0.5 IU/mL at an EU-approved laboratory. After the blood draw, there is a fixed 90-day wait that cannot be shortened or waived. The clock starts from the blood draw date, not from when the laboratory reports the result. A Uruguayan pet owner who draws blood on day one has their 90-day wait already running by the time the result arrives two to three weeks later.

Schiphol Animal Hotel and the NVWA inspection process

Amsterdam Schiphol handles live animal cargo arrivals through its Animal Hotel, an independent facility inside the airport complex. NVWA (Netherlands Food and Consumer Product Safety Authority) officers inspect arriving pets there. For Uruguay-origin animals, they check the EU-format health certificate endorsed by the DGSG, the titre test result with the blood draw date, vaccination records, and microchip identity.

The NVWA inspection at Schiphol is systematic and well-practised. Most compliant pets from South America clear within a few hours. Document pre-notification via your pet transport agent is strongly recommended: it lets the NVWA review paperwork in advance and reduces delays on arrival day. KLM Cargo from Buenos Aires Ezeiza is the most direct cargo option to AMS, with LATAM providing the MVD-EZE connection.

FAQ

Common questions

No. Uruguay has no EU-approved laboratory for titre testing. The blood sample must be drawn in Uruguay and shipped internationally to an EU-approved lab in Europe or North America. The EU-approved lab list is at food.ec.europa.eu. Allow two to three weeks for the sample to reach the lab and for results to come back.
If the rabies vaccination has been maintained continuously without any gap and the previous titre result was 0.5 IU/mL or above, that result remains valid indefinitely. If there was any lapse in vaccination coverage, the titre is invalid and a new test is required. Confirm the vaccination history is unbroken before assuming the existing result is still valid.
The titre test must be performed at an EU-approved laboratory. Some Argentine labs may be on the EU-approved list. Check food.ec.europa.eu for the current approved lab list. The blood must be drawn in Uruguay (or at the approved lab), and the draw date is what starts the 90-day wait. Transit through Argentina does not change the applicable EU rules for the Netherlands entry.
