Why Uruguay is EU unlisted and what that means in practice
The EU divides third countries into listed (those whose rabies controls have been formally assessed as equivalent) and unlisted (all others). Uruguay has not undergone the EU equivalence assessment, so it is treated as unlisted under Commission Delegated Regulation (EU) 2026/131 (April 2026, replacing EU 576/2013). This classification applies regardless of Uruguay’s trade relationship with the EU or any other bilateral links.
In practice, it means FAVN titre test results are required: the blood must be drawn at least 30 days after rabies vaccination and show a minimum titre of 0.5 IU/mL at an EU-approved laboratory. After the blood draw, there is a fixed 90-day wait that cannot be shortened or waived. The clock starts from the blood draw date, not from when the laboratory reports the result. A Uruguayan pet owner who draws blood on day one has their 90-day wait already running by the time the result arrives two to three weeks later.
Schiphol Animal Hotel and the NVWA inspection process
Amsterdam Schiphol handles live animal cargo arrivals through its Animal Hotel, an independent facility inside the airport complex. NVWA (Netherlands Food and Consumer Product Safety Authority) officers inspect arriving pets there. For Uruguay-origin animals, they check the EU-format health certificate endorsed by the DGSG, the titre test result with the blood draw date, vaccination records, and microchip identity.
The NVWA inspection at Schiphol is systematic and well-practised. Most compliant pets from South America clear within a few hours. Document pre-notification via your pet transport agent is strongly recommended: it lets the NVWA review paperwork in advance and reduces delays on arrival day.
