Uruguay to Germany requires the full EU unlisted country process. Uruguay is not on the EU listed country register, so the FAVN titre test, a mandatory 90-day wait from the successful blood draw date, and an EU health certificate from MGAP …
Each step must be completed in a precise sequence. Start early. We manage every stage and deadline.
1
Microchip (ISO 11784/11785) - must precede all vaccinations
Responsible: Uruguayan vet

2
Rabies vaccination

After microchipping. Wait at least 30 days before blood draw for titre test.

Within 10 days of travel to Germany.
7
Travel to Germany via European hub

EU health certificate from MGAP-authorised vet: UYU 1,500-4,000 (approximately EUR 34-90)
Cargo Montevideo to Germany (via Madrid or São Paulo hub): EUR 600-2,000 depending on carrier and crate size
IATA travel crate: EUR 80-300

Total typical range: EUR 900-3,500 across a 5-7 month preparation period
Critical points to read before you book
The 90-day wait after a successful titre test is a hard legal minimum under EU regulations. It cannot be shortened. The clock runs from the blood draw date.
Microchip before vaccination. The sequence is critical. Chipping after the rabies vaccination invalidates that vaccination for EU entry purposes and the process restarts.
Uruguay does not have EU-approved FAVN laboratories locally. The blood sample must be shipped internationally. Confirm your vet in Montevideo has handled this before.
Some South American routing requires a Buenos Aires (EZE) transit. If your pet transits Argentina, check whether Argentine transit rules require any additional documentation.

MGAP and veterinary export certification in Uruguay
The Ministerio de Ganadería, Agricultura y Pesca (MGAP) is Uruguay’s Ministry of Livestock, Agriculture and Fisheries. It is the competent authority for animal health and export certification in Uruguay. MGAP-authorised veterinarians issue EU-format health certificates, and MGAP endorses them before departure.
Uruguay has a well-developed agricultural export sector, and MGAP’s veterinary certification services are generally organised and accessible in Montevideo. The endorsement process typically takes 1-3 working days. As with all EU-bound moves from non-EU countries, the health certificate must be issued within 10 days of arrival in Germany.
Uruguay’s SENASAD (Servicio Nacional de Sanidad Animal) operates within MGAP and handles the specific animal health certification functions. When contacting MGAP about export documentation, specify that you need EU-format non-commercial pet export certification.
The Madrid routing from Montevideo
Montevideo Carrasco International (MVD) has transatlantic connections to Madrid via Iberia and Air Europa. From Madrid Barajas (MAD), connections to Frankfurt (FRA), Munich (MUC), and other German cities are available via Iberia partner carriers or Lufthansa Group.
The MVD-MAD-FRA routing is typically 15-18 hours total. Iberia Cargo has established live animal cargo handling at MAD and the transatlantic route to Uruguay is a regular service.
An alternative routing goes via São Paulo (GRU) on LATAM, connecting to European carriers. This can reduce stopovers if LATAM’s international schedule connects well. However, transiting Brazil adds documentation complexity. For most Uruguayan pet owners, the direct MVD-MAD connection is the more straightforward choice.
FAQ
Common questions about Uruguay to Germany pet transport
No. Uruguay is an EU-MERCOSUR trade agreement partner country, but this covers goods and services, not veterinary equivalence for pet travel. Uruguay is classified as an EU unlisted country for pet import purposes, and the full unlisted process (FAVN titre test plus 90-day wait from blood draw date) applies to any pet moving to Germany or any other EU member state.
It depends on the hub. For a Madrid (MAD) transit, your pet is in the cargo system and does not clear Spanish customs as a final destination, so the same EU entry documents apply at the German port of entry. However, each cargo leg must have live animal acceptance confirmed. Your cargo agent should handle this as a coordinated booking.
At the time of writing, most EU-approved FAVN laboratories are in Europe and North America. There are none in Uruguay. Samples are typically shipped internationally via courier to labs in Europe or to Kansas State University Veterinary Diagnostic Laboratory (KSVDL) in the USA. Check the current EU approved lab list at food.ec.europa.eu for the most accurate information.
