What the CFIA process requires for a dog from Uruguay
The Canadian Food Inspection Agency (CFIA) does not classify Uruguay in a high-risk category that would require a titer test for personal companion dogs. For a dog from Uruguay travelling with its owner to Canada, the requirements are a rabies vaccination certificate from a licensed Uruguayan vet, and a health certificate confirming the animal is healthy and vaccinated. Both must be in English or French.
Spanish-language-only documents will not be accepted by the Canada Border Services Agency (CBSA) at the point of entry. Ask your MGAP-registered vet in Montevideo to issue the health certificate in English. If the vet cannot issue in English, a certified translation must accompany the original. The CBSA inspection is a visual and documentary check at the Canadian port of entry. A healthy dog with correct documentation typically clears in a few minutes.
Routing from Montevideo to Canada
Montevideo does not have direct cargo service to Canada. The most practical routing goes through Buenos Aires Ezeiza (EZE) or São Paulo (GRU), connecting to Air Canada or WestJet cargo to Toronto Pearson (YYZ) or Vancouver (YVR). LATAM connects MVD to South American hubs and has partner connections onward to Canada.
Toronto Pearson handles the largest volume of international live animal cargo arrivals in Canada and has well-established procedures for South American origin pets. For destinations in Western Canada, Vancouver is the better entry point. Check that each leg of the journey accepts live animal cargo, as not all South American routes to Canada accommodate animals in the hold.
