Uruguay is not on Australia's approved country list, and neither is any other Latin American country (other than certain Caribbean islands). There is no shortcut and no exception. The transit-country pathway is the only option.
All pets entering Australia must arrive into Melbourne (MEL). No other Australian airport accepts international pet imports.
USA and Canada are Group 3 countries, meaning the 180-day wait applies even if your transit country is the USA. The UK (Group 2) remains the only practical option that avoids the 180-day wait.
Quarantine spaces at Mickleham must be confirmed before purchasing the Australia-leg flight. Do not book onward flights until quarantine is confirmed in writing.

Can pets travel directly from Uruguay to Australia?
No. Australia’s DAFF (Department of Agriculture, Fisheries and Forestry) does not permit direct pet imports from Uruguay or from any other Latin American country. The entire continent of South America, along with Central America and Mexico, falls outside Australia’s approved country list. This is not a paperwork problem that can be worked around with better documentation. It is a blanket biosecurity rule.
Australia groups countries by disease risk profile. Group 1 is New Zealand only. Group 2 includes the UK, Ireland, Japan, Singapore, and a small number of others. Group 3 includes the USA, Canada, and most of Western Europe. All of South America falls outside these groups and is classified as non-approved.

What is the transit country pathway and which country should I choose?
The transit pathway requires your pet to physically live in an approved country and have all Australian import preparation completed from there. The approved country vet authority is responsible for the official health certificate that allows entry into Australia. Uruguay’s MGAP certificate covers only the Uruguay-to-transit leg.
Your main options are:
UK (Group 2): no 180-day wait after the titre test blood draw. Your pet completes UK APHA requirements (microchip before vaccination, titre test at 0.5 IU/ml, UK waiting period), then Australian preparation runs under UK vet authority. Total time from Uruguay: 15 to 18 months minimum. LATAM or connecting carriers can route from Montevideo to London via Santiago or Buenos Aires.
USA or Canada (Group 3): the 180-day wait applies from the titre test blood draw date. This is a common misconception: if you transit through the USA to get to Australia, the 180-day Group 3 wait still applies because the USA is a Group 3 country. The USA being English-speaking does not shorten the process. Total time via USA: 21 to 24 months minimum.
Germany, France, or Spain (Group 3): also triggers the 180-day wait. LATAM to Madrid (Iberia connections) gives reasonable routing to Spain. Total time via any Group 3 European country: 21 to 24 months.
For most owners moving from Uruguay to Australia without an existing reason to transit through a specific country, the UK is the fastest route and the one recommended by most IPATA agents for this corridor.
How does the DAFF permit and Mickleham booking process work?
The DAFF import permit is applied for through the BICON system at bicon.agriculture.gov.au. The fee is AUD 420, which is non-refundable. Processing takes 20 to 30 working days. Apply during the waiting period in your transit country, not at the last minute.
The permit specifies the exact conditions your pet must meet before travel. It is issued against the transit country and must match the transit country’s official health certificate format. Pass a copy to the government vet in your transit country when arranging the health certificate.
For Mickleham: all pets entering Australia undergo 10 days of mandatory quarantine at Mickleham Post Entry Quarantine Facility in Melbourne, Victoria. The facility is the only one approved for this purpose in Australia. All pets arrive into Melbourne Airport (MEL), regardless of their final Australian destination.
Quarantine spaces are limited and must be pre-booked. DAFF manages the booking system. Your IPATA agent can submit the booking on your behalf. Do not commit to your Australia-leg flight until the quarantine space is confirmed in writing.
Quarantine fees are paid by the owner and currently run to approximately AUD 1,600 to AUD 2,400 for a 10-day stay, depending on pet size. Confirm current rates with DAFF when booking.
What does Mickleham quarantine involve for your pet?
Mickleham is a purpose-built quarantine facility located approximately 30 kilometres north of Melbourne city centre. Pets are housed individually in climate-controlled kennels. DAFF staff monitor and care for animals throughout the 10-day period. Welfare standards at the facility are high, but the separation from you is hard for many owners to manage.
You cannot visit your pet during the quarantine period. You can contact DAFF to ask about your pet’s welfare. After the 10 days, assuming all documentation is in order and your pet passes inspection, it is released into your care.
If you are not picking up in Melbourne, arrange a domestic flight or road transport in advance. Domestic pet transport within Australia is straightforward compared to the international leg, but it needs to be booked.
One welfare note: if your dog is a breed that appears on any state’s prohibited list (Pit Bull Terrier, American Pit Bull, Perro de Presa Canario, Japanese Tosa, Dogo Argentino, Fila Brasileiro), check the rules for the specific Australian state you are relocating to. These restrictions are enforced at state level, not federally, so they apply even after Mickleham clearance.
