This route realistically serves people with an existing reason to be in Turkmenistan, a work posting, a diplomatic assignment, a confirmed relocation, rather than a casual or speculative move. The Letter of Invitation requirement, certified by the State Migration Service and valid only 3 months from certification, gates the owner's own entry well before the pet's paperwork becomes the limiting factor. A 2025 presidential decree signals plans to move toward e-visas and drop the LOI for some categories, but confirm the current rule directly before assuming it no longer applies.
The Alabai's export ban does not mean an import ban. An Alabai, or a dog with significant Alabai ancestry, can be brought into Turkmenistan under the standard personal-pet rules. What it cannot do is leave again: Turkmenistan's 2022 law protecting the breed as a national symbol blocks export in every direction, regardless of how or when the dog entered.
