Overview
Slovenia is an EU member state, so US pets require the EU Animal Health Certificate (AHC), issued by a USDA-accredited vet and endorsed by USDA APHIS, along with a 15-digit ISO microchip and a current rabies vaccination. No titre test, no quarantine. Ljubljana Airport (LJU) is small, so cargo routing via Vienna is the standard approach, with Austrian Airlines serving the short VIE-to-LJU leg. Entering Slovenia by road from Vienna or Graz is also a practical option for owners arriving into Austria first.

Critical points
Read before you book
⚠ Ljubljana Airport (LJU) is small and cargo capacity is limited. Large IATA crates may not fit on some aircraft serving LJU. Confirm maximum crate dimensions with Austrian Airlines or your cargo agent before booking.
⚠ The US microchip compatibility issue applies here: verify your pet has a 15-digit ISO chip, not a 10-digit AVID chip, before any documents are prepared.
⚠ The AHC 10-day window means scheduling the vet appointment and APHIS endorsement carefully. A delayed APHIS endorsement with a non-negotiable travel date creates significant stress. Allow buffer time.
⚠ Slovenia borders Austria, Italy, Hungary, and Croatia. If flying into Vienna, many owners choose to cross the border by car from Austria rather than take a second domestic flight to Ljubljana. Confirm the BCP process if you plan to enter Slovenia by road from Austria.
Carriers
Airlines on this route
Austrian Airlines via Vienna
Austrian Airlines is the primary carrier connecting Ljubljana (LJU) to Vienna (VIE), which connects to transatlantic services. From the US, arrive at VIE (via Lufthansa, United, Delta) and connect to LJU on Austrian Airlines. Austrian Airlines Cargo handles live animals at VIE.
Cargo Only
Lufthansa via Frankfurt
Lufthansa operates transatlantic services from major US airports to Frankfurt (FRA), with connections to Ljubljana via Austrian Airlines or partner services. FRA has exceptional live animal cargo handling. A good option for US-to-Slovenia cargo moves.
Cargo Only
KLM via Amsterdam
KLM from US gateways to Amsterdam (AMS), with connections to Ljubljana. AMS live animal facilities are excellent. The AMS-to-LJU leg may require a change at Vienna. A longer routing but with strong cargo infrastructure.
Cargo Only
United Airlines via Frankfurt or Vienna
United operates transatlantic routes to FRA with cargo connections onwards to Ljubljana. Confirm live animal acceptance on every leg at time of booking.
Cargo Only
Vienna as the practical hub for US-to-Slovenia pet moves
Ljubljana Airport (LJU) does not receive many direct transatlantic cargo flights. The standard approach is: fly from a US gateway to Vienna (VIE) on Lufthansa, Austrian Airlines, or United, then take a short Austrian Airlines connection from VIE to LJU. Austrian Airlines is the primary carrier on the VIE-to-LJU route.
When booking cargo, confirm live animal acceptance on both legs. Austrian Airlines handles live animals at VIE with reasonable facilities. The VIE-to-LJU leg is approximately 45 minutes on a regional aircraft; confirm crate size limits when booking, as the aircraft type limits what can fit in the hold.
An alternative for owners arriving in Vienna: Slovenia is approximately 4-5 hours by car from Vienna. If you have a large dog in an oversized crate that will not fit on the regional Ljubljana flight, collecting your pet from VIE cargo and driving to Slovenia is a practical workaround. You will still need the EU AHC for the Slovenian border crossing.
USDA APHIS endorsement and the 10-day AHC timeline
The USDA APHIS endorsement step is the part of the process that catches US owners off guard. After your USDA-accredited vet completes the EU AHC form, you must submit it to a USDA APHIS Veterinary Export Trade Services (VETS) office for endorsement. Standard processing takes 2-3 business days; expedited processing is faster.
The AHC itself is valid for 10 days from the date the vet signs it. With 2-3 days needed for APHIS processing and travel time, you have approximately 5-6 days between the vet appointment and your Ljubljana arrival before the certificate expires. Schedule your vet appointment for 7-8 days before your flight departure date.
FAQ
Common questions
Yes. If you fly into Vienna and drive to Slovenia (approximately 4-5 hours by car), your pet enters Slovenia at the road border crossing. Slovenia is an EU member state and the Schengen Area border with Austria is in principle open, but for pets arriving from non-EU countries (the US), you should confirm the designated BCP at the road crossing point. Most international pet movements by road prefer to use a designated air entry point. Contact the UVHVR before travel if planning a road crossing.
No. Slovenia applies EU third-country import rules, and the USA is on the EU’s list of countries for which the rabies titre test is waived. A valid current vaccination (at least 21 days old) and the APHIS-endorsed EU AHC are the main requirements.
Ljubljana Airport is served by regional and medium-haul aircraft on most routes. Large IATA crates (size 700 and above) may not fit in the hold of the regional aircraft on the Vienna-Ljubljana sector. Contact Austrian Airlines Cargo before booking to confirm the maximum crate dimensions for your specific flight.
The UVHVR border vet at Ljubljana Airport checks the EU AHC (including the APHIS endorsement), scans the microchip, and verifies that the chip number in the certificate matches the chip in your pet. The vaccination date is checked to confirm it is at least 21 days old and within its valid period. For correctly documented US pets, the check is typically brief.
