The Titre Test and Oman's 3-Month Wait
Oman requires all incoming pets, including those from the United States, to have a rabies titre test with a passing result of at least 0.5 IU/ml. After that result is confirmed, the pet must wait three months before arriving in Oman. This applies regardless of the country of origin.
The blood draw must happen 21-30 days after the most recent rabies vaccination. The test must be either a FAVN (Fluorescent Antibody Virus Neutralisation) or RNATT (Rapid Neutralisation Antibody Titre Test) conducted at a laboratory recognised by Oman’s Ministry of Agriculture, Fisheries and Water Resources (MAFWR). US-based owners typically use ANTECH Diagnostics or Kansas State Veterinary Diagnostic Laboratory, though you should confirm with your vet which labs are currently on the MAFWR recognised list.
The 3-month wait starts from the result date printed on the titre test certificate. During this period, keep your pet’s rabies vaccination current. A lapsed vaccination during the wait could invalidate the process. Use the time to apply for the online import permit at customs.gov.om (OMR 20, processed within two business hours during Oman business hours) and to notify the MAFWR General Directorate of Veterinary Services.
On arrival at Muscat International Airport, MAFWR veterinary inspectors check the microchip, vaccination records, titre test documentation, and health certificate. Compliant arrivals are typically cleared the same day. There is no routine quarantine for pets arriving with complete paperwork.
USDA APHIS Certificate and the Cargo Journey
The US-side formality centres on the USDA APHIS-endorsed health certificate. An accredited veterinarian examines your pet and completes the certificate in a format accepted by Oman. The certificate then goes to the USDA APHIS State Veterinarian office in your state for endorsement. Turnaround at USDA offices varies by state and time of year; budget one to two weeks. Some states offer same-day or next-day endorsement appointments if you book ahead.
The health certificate has a short validity window. It must be issued close to your departure date, after the 3-month titre test wait has elapsed. Coordinate the certificate issuance with your cargo booking to avoid either the certificate expiring before travel or a gap where the wait is over but the certificate is not yet ready.
There are no direct commercial cargo flights from the US to Muscat for individual pet shipments. Routes connect through Gulf hubs: Doha via Qatar Airways Cargo, Dubai via Emirates SkyCargo, or via Oman Air’s network. Most shipments take 24-36 hours door-to-door including hub handling. Breed Restrictions: A Long List Worth Checking First
Oman maintains a broad list of breeds banned from import. The inclusion of Boxer and Doberman Pinscher surprises many American owners, as both are common family dogs in the US. Both breeds are firmly on the banned list and cannot be imported into Oman. There is no exemption process or individual assessment for listed breeds.
Mixed-breed dogs may be assessed on appearance by MAFWR inspectors at Muscat Airport. If a dog visually resembles a banned breed, it can be refused entry regardless of documentation. If your dog is a mix that could be mistaken for a Rottweiler, Mastiff, or Pit Bull type, seek a written breed assessment from a veterinarian before committing to the process.
Cats are not subject to breed restrictions under Oman’s MAFWR rules. Brachycephalic cat breeds such as Persians may face airline cargo restrictions; confirm with your chosen carrier before booking.
