If you have the certificate signed on Monday and it takes 4 business days to get the USDA endorsement, you receive the endorsed certificate on Friday. You then have 6 days left to travel. Microchip compatibility: the most common problem on US-to-EU moves

The United States historically used a 10-digit chip standard (125 kHz FDX-A) that is not compatible with ISO 11784/11785, the global standard used in Europe and most other countries. Many dogs vaccinated in the USA before 2016 have the older chip format.

European border scanners may not read the older 10-digit chip. If the chip cannot be scanned at the Dutch border, the microchip requirement is treated as not met, which triggers a problem with the health certificate.
