The KVCS Permit Process
The Committee for Veterinary Control and Supervision (KVCS), part of Kazakhstan’s Ministry of Agriculture, is the authority responsible for live animal imports into Kazakhstan. The import permit must be in your possession before travel; you cannot arrange it on arrival.
To apply, contact the KVCS with your pet’s details: species, breed, age, microchip number, vaccination history, and your intended arrival date and airport. The permit specifies the conditions under which the animal may enter. Processing times are not publicly fixed, so applying early gives you room to handle any delays.
Kazakhstan is a member of the Eurasian Economic Union, which can affect documentation for movements within the union’s member states. For imports from outside the EEU (such as the United States), standard KVCS procedures apply.
Two Airports: Almaty or Astana?
Kazakhstan has two main international airports that handle live animal cargo arrivals from the United States:
Almaty International Airport (ALA): serves Kazakhstan’s largest city and commercial hub in the south. If you are moving to Almaty or southern Kazakhstan, ALA is the correct arrival point.
Nursultan Nazarbayev International Airport (NQZ): serves Astana, the capital, in the north-central region. For moves to Astana or northern Kazakhstan, NQZ is the more practical arrival point.
Turkish Airlines serves both from Istanbul. Air Astana also connects Frankfurt and Amsterdam to ALA. Confirm the correct airport with your cargo agent well before booking, and ensure the KVCS import permit specifies the correct arrival airport.
USDA APHIS Export Requirements
Exporting a pet from the United States requires a USDA APHIS Veterinary Health Certificate. A USDA-accredited veterinarian examines your pet and completes VS Form 7001 or equivalent. The certificate then goes to the USDA APHIS State Veterinarian for endorsement, adding 3-5 business days.
The certificate is valid for 10 days from the date of issue for most international destinations. Plan the vet appointment so the endorsed certificate is in your hands before departure, with the validity window still open. Some state offices offer faster in-person processing; check your specific state at aphis.usda.gov.
The endorsed original must travel with you in carry-on luggage, not packed in cargo.
Cargo Routing and Airlines
No direct cargo service connects the United States to Kazakhstan. All routing involves at least one transit, typically through Istanbul or Frankfurt:
Turkish Airlines Cargo via Istanbul (IST): serves both ALA and NQZ from IST, with connections from US gateways including Atlanta, New York, Chicago, and Los Angeles. Turkish Airlines handles live animal cargo on this corridor regularly.
Lufthansa Cargo via Frankfurt (FRA): good live animal facilities at FRA, including the Frankfurt Animal Lounge for longer transits. Onward connections to ALA typically involve Air Astana or other partners.
Air Astana: Kazakhstan’s own carrier operates FRA-ALA and AMS-ALA routes. Confirm live animal cargo policy directly with Air Astana before booking, as acceptance criteria vary by aircraft type and route.
Book cargo as soon as the KVCS permit is confirmed. Space for live animals on US-Kazakhstan routings is limited, and the booking process itself takes time to coordinate across multiple legs.
Arrival and Inspection
At ALA or NQZ, a KVCS inspector will carry out a customs and veterinary check. You will need to present the import permit, the USDA-endorsed health certificate, the rabies vaccination certificate, and evidence of microchip compliance (the inspector may scan the chip).
