What happens at Phnom Penh, and what does not
There is no formal quarantine for a compliant pet. Cambodia inspects on arrival, and an animal whose paperwork is in order continues with you. Non-compliant animals risk being held or returned, so the paperwork is the whole exposure here rather than a waiting period.
No rabies antibody test is required either, from the United States or from most countries. The import permit from the Ministry of Agriculture, Forestry and Fisheries and the USDA-endorsed health certificate carry the move between them.
That combination, no titre and no quarantine, makes this a far shorter process than the flight time suggests. The 20 to 30 hours in transit is the demanding part, not the regulation.
