The rabies question, answered properly
Owners reasonably assume a rabies vaccination is universal. On this corridor it is not. The guidance accompanying EHC 3929 states that dogs and cats exported to Zimbabwe are not required to be vaccinated before export, and the certificate itself lets the Official Veterinarian tick either a vaccination given within the previous 12 months using a licensed product, or a declaration that rabies vaccine has never been administered.
That does not make vaccination a bad idea. Rabies is endemic in Zimbabwe, all dogs there must be vaccinated and boosted, and APHA advises discussing it with your vet. The practical difference is that you are protecting your dog rather than satisfying a border, and you are not held to a 30-day post-vaccination wait before you can travel.
Note the contrast with the general Zimbabwe entry rules, which do specify a rabies window for pets arriving from countries where the disease is present. Britain’s rabies-free status is what removes it here, and it is written into the UK certificate rather than into Zimbabwe’s general guidance.
Short fuses: 48 hours, 7 days, and form 618NDC
Three timing rules govern the end of this process, and none of them is generous.
The clinical examination must take place no more than 48 hours before the proposed export date, certifying the animal free of clinical signs of infectious or contagious disease, including distemper, rabies and external parasites, and fit to travel. The certificate then expires 7 days after signature, so the flight must be inside that window. Between them, those two rules mean the cargo booking must be firm before the vet appointment, not after.
The third rule is easy to miss. EHC 3929 includes a clause certifying that no rabies outbreak, other than European Bat Lyssavirus, has occurred in the UK in the past three years. An Official Veterinarian may only certify that with written authority from APHA’s Centre for International Trade in Carlisle, on form 618NDC. Arrange it before the certification appointment.
Two smaller details worth knowing: the OV must stamp the certificate in any ink colour other than black, and the exporter has to declare the animal was not imported into the UK during the previous six months, which blocks an immediate onward move for a recently arrived pet.
Permit first, then flights
The Zimbabwean import permit comes from the Director of Veterinary Services at P O Box CY 66, Causeway, Harare, and its number is entered on the certificate, so it has to exist before certification. Processing runs three to five days and the permit stays valid six months, which makes it the one part of this route you can safely do early.
Flights are less settled. Air Zimbabwe restored a London Gatwick to Harare nonstop in July 2026 after fourteen years away, reportedly three times weekly, but the airline publishes no live-animal policy we could find and the schedule is only weeks old. Do not assume it takes pets; ask.
The established routings connect: via Addis Ababa on Ethiopian Airlines at around twelve hours total, via Nairobi, or via Johannesburg. Ethiopian publishes usable pet rules, including a snub-nosed refusal and a 45kg ceiling above which animals go as cargo, though acceptance on the specific London to Addis to Harare itinerary needs confirming. A Dubai routing on Emirates becomes SkyCargo freight, since a connection over six hours must be cargo.
On the UK side, one clarification is worth making. British law prohibits pets arriving into the UK as cabin or hold baggage, which is where the familiar rule comes from. Leaving the UK, cabin or hold carriage is not prohibited by law, it is simply closed off by most airlines’ own policies. For Harare specifically, manifest cargo is the realistic route.
