The AVS import permit must be obtained before your pet leaves the UK. Arriving without it means the animal may be held or returned at the owner's expense.
Singapore bans certain breeds entirely: American Pit Bull Terriers, American Staffordshire Terriers, Staffordshire Bull Terriers (over 40cm at shoulder), Bull Terriers, Miniature Bull Terriers, Neapolitan Mastiffs, and others. These breeds cannot be imported. Check the AVS banned breed list before beginning any preparation.
Pets must arrive on AVS-approved airlines and routes. Not all airlines are approved for pet import into Singapore. Confirm your airline is on the AVS approved list.
Air conditioning and humidity controls on the flight matter. Singapore is tropical; the transition from the UK climate to Singapore's heat is significant. Your vet can advise on pre-travel preparation.
Singapore has strict rules on the number of pets per household. Most apartments permit a maximum of 1 dog (and only certain approved breeds) and up to 3 cats. Confirm your housing arrangement is compliant before importing multiple pets.

What Category A means for UK pets
Singapore’s Animal and Veterinary Service classifies origin countries into categories (A through E and a Prohibition list) based on disease risk. The United Kingdom is Category A, the lowest-risk tier.
Category A means: no quarantine on arrival, no titre test required, and the standard import requirements (microchip, rabies vaccination, import permit, health certificate) are sufficient. Compare this to Singapore’s Category C countries, which require a titre test and 30 days of home quarantine after arrival.
The no-quarantine outcome is a significant practical advantage. Your pet arrives at Changi Airport, clears AVS inspection, and goes home with you the same day, provided all documentation is correct.
The AVS import permit process
The import permit is issued by the Singapore Food Agency’s Animal and Veterinary Service and must be obtained before your pet departs the UK. Permit applications are made online through the agri-food.gov.sg portal or the OASIS licensing system.
You will need to provide your pet’s microchip number, vaccination records, breed, species and sex, your Singapore address, and confirmation that your housing permits pets. Processing typically takes 2-4 weeks. During peak periods it can be longer.
Once the permit is issued, keep it safely. The permit number must be referenced on your health certificate, and you will present the original permit at Changi Airport on arrival.
Breed restrictions in Singapore
Singapore has an explicit list of banned and restricted breeds. The ban applies regardless of origin country or documentation. Breeds that cannot be imported include American Pit Bull Terriers, American Staffordshire Terriers, Staffordshire Bull Terriers over 40cm at the shoulder, Bull Terriers, Miniature Bull Terriers, Neapolitan Mastiffs, and a number of others listed on the AVS website.
Additionally, in HDB (public housing) apartments, only specific breeds from the HDB approved breed list are permitted. Private housing (condominiums and landed properties) generally has fewer breed restrictions, but individual buildings and management committees may impose their own rules.
