The Peruvian Consulate General in Bilbao (Ministry of Foreign Affairs) page https://www.consulado.pe/es/Bilbao/tramite/Paginas/Otros/Ingreso-Peru-Mascotas.aspx says for certificates issued in Spain that no consular visa is needed ("No es necesaria la visación consular"). That concerns consular visas, not UK legalisation, so follow the UK requirement for GB exports.
Rabies titre test: Not required: SENASA's entry list for dogs and cats (application, origin health certificate showing vaccinations, deworming and health status, and the inspection fee) contains no rabies antibody titre test (SENASA press note, 16 April 2025).
