The Titre Test and Oman's 3-Month Wait
Oman requires incoming pets from most countries to have a rabies titre test with a passing result of at least 0.5 IU/ml, and then to wait three months from that result date before arriving in the country. This is Oman’s own equivalent of the UK’s 90-day wait, and the logic is the same: the waiting period ensures that the titre test result reflects established immunity rather than a recent vaccination boost.
For the test to be valid, the blood must be drawn between 21 and 30 days after the most recent rabies vaccination. The test is either a FAVN (Fluorescent Antibody Virus Neutralisation) or RNATT (Rapid Neutralisation Antibody Titre Test) and must be done at a laboratory recognised by Oman’s MAFWR. Results typically come back within one to three weeks after the blood draw.
Once you have a passing result, record the date carefully. That is the date from which the three months is counted. During this waiting period, keep your pet’s rabies vaccination current; a lapsed vaccination during the wait could invalidate the process. Use the time to sort the import permit, the APHA health certificate, and the cargo booking.
UK pets arriving with complete documentation and a confirmed 3-month wait do not typically face routine quarantine in Oman. Inspection on arrival at Muscat International Airport is standard, but compliant arrivals are generally cleared the same day.
Oman's Breed Restrictions: A Long List Worth Checking
Oman maintains one of the longer breed restriction lists in the Gulf region. Breeds banned from import include: Pitbull Terrier, Staffordshire Terrier, American Bully, all Mastiff breeds, Fila Brasileiro, Dogo Argentino, Japanese Tosa, Rottweiler, Doberman Pinscher, Presa Canaria, Boxer, Boerboel, Caucasian Shepherd Dog, Anatolian Karabash, and Great Dane. Note that the Boxer and Doberman Pinscher appear on this list, which surprises some owners, as these breeds are common family pets in the UK. If your dog is one of these breeds, it cannot be imported into Oman. There is no exemption process for banned breeds.
Mixed-breed dogs are assessed on appearance by MAFWR inspectors on arrival. If a dog looks like one of the banned breeds, it can be refused entry regardless of documentation. If your dog is a mix that might resemble a Rottweiler, Mastiff, or Pit Bull type, it is worth seeking a formal breed assessment before committing to the move.
Cats are not subject to breed restrictions under Oman’s MAFWR rules, though brachycephalic cat breeds (such as Persians and Himalayans) may face airline cargo restrictions. Check with your carrier before booking.
Getting the Oman Import Permit and the APHA Certificate
Oman has made the import permit process relatively straightforward for individual pet owners. The online permit is available at customs.gov.om and costs OMR 20 (approximately GBP 40). Oman Customs states processing within two hours during business hours, which is one of the faster permit systems in the Gulf region.
In parallel with the customs permit, you also need to notify and receive clearance from the MAFWR General Directorate of Veterinary Services. This is the veterinary authority that will inspect your pet on arrival. The two processes, customs permit and MAFWR clearance, run in parallel rather than sequentially.
On the UK side, the APHA-endorsed health certificate is issued by an APHA-authorised Official Veterinarian. The OV examines your pet, completes the certificate in the prescribed format for Oman, and submits it to APHA for endorsement. The certificate has a validity period, so timing it within your travel window (after the 3-month wait has elapsed) is important.
Flights from London Heathrow to Muscat operate with Oman Air and British Airways as the primary carriers. All pets travel as cargo. Book four to six weeks in advance and confirm IATA kennel requirements and live animal acceptance for the specific flight. The journey time is approximately six to eight hours.
