Kosovo's Food and Veterinary Agency has not published a formal Annex-style list of exempt and non-exempt countries the way Bosnia and Herzegovina has. Current guidance says no titre test applies from any origin, but that is the present understanding rather than a codified guarantee, so confirm directly with FVA before booking flights.
Swiss International Air Lines flies an accompanied pet in the cabin via Zurich, but its cargo division doesn't currently deliver unaccompanied pets into Kosovo. Confirm accompanied versus cargo status before booking with Swiss.
