Pet Transport UAE to USA: High-Risk Country Rules Explained

The UAE is classified as a high-risk country by the US CDC for dog imports, which means dogs travelling from the UAE to the USA face significantly more complex requirements than those from low-risk countries. The key decision is whether to complete a titre …

Step by step

The United Arab Emirates to United States import process

Every step must be completed in sequence. A single missed deadline can add months to your timeline. We own the entire process.

1
Verify immediately. UAE is high-risk; correct sequencing is critical.
Confirm microchip is implanted and pre-dates rabies vaccination

Responsible: Vet to confirm

2
Decision affects entire timeline. Titre test route takes 2+ months of extra preparation. Facility route means 28 days of quarantine on arrival.
Decide: titre test route OR CDC-registered facility route

Responsible: Owner to decide, ideally with agent guidance

3
At least 30 days after rabies vaccination AND at least 28 days before US arrival
If titre test route: blood draw at CDC-approved laboratory

Responsible: CDC-approved laboratory

4
Before travel. Valid for 6 months.
Complete CDC Dog Import Form at cdc.gov/importation

Responsible: Owner

5
Must be completed before departure. Valid for 30 days after vet signature, single use.
Certification of Foreign Rabies Vaccination and Microchip form completed and government-endorsed in UAE

Responsible: Licensed vet in UAE, then UAE government vet endorsement

6
Before departure. Reservation confirmation required.
If using facility route: make reservation at CDC-registered animal care facility at the arrival airport

Responsible: Owner or agent

7
On travel date. Arrival airport constraint applies for non-titre dogs.
Travel to USA. MUST arrive at airport with CDC-registered facility (if no valid titre).

Responsible: Airline cargo

8
On arrival. Dog directed to facility if no valid titre, or released if titre is confirmed.
CBP inspection on arrival. Documents verified.

Responsible: US Customs and Border Protection

Critical points

The UAE is on the CDC's high-risk country list. Dogs from the UAE face significantly different rules than dogs from low-risk countries like the UK or Australia. Do not assume the process matches what you may have read for European or UK dogs.

Without a valid titre test, your dog MUST arrive at a US airport that has a CDC-registered animal care facility. You cannot arrive at a small regional airport or drive across a land border without a titre.

The Certification of Foreign Rabies Vaccination form is valid for 30 days from the vet's signature and can only be used once. Do not sign it until you have a confirmed travel date.

Cats from the UAE face essentially no US federal requirements. The CDC rules above apply to dogs only.

United Airlines has suspended its PetSafe cargo program for the general public and does not accept cargo pets on this route.

High-risk vs low-risk: what it means for your dog

The CDC classifies countries as high-risk or low-risk based on the prevalence of dog-mediated rabies. The UAE falls on the high-risk list, which means the simpler process that applies to UK or German dogs does not apply here.

For dogs from high-risk countries, there are two pathways to US entry:

Pathway 1 (titre test): Your dog has a valid rabies serology titre test from a CDC-approved laboratory, with blood drawn at least 30 days after vaccination and at least 28 days before US entry. A valid titre result removes the quarantine requirement and allows arrival at any US port of entry.

Pathway 2 (CDC facility): Your dog does not have a valid titre. On arrival, the dog is directed to a CDC-registered animal care facility for a 28-day stay. All costs are paid by the owner. After 28 days (potentially shortened if US vaccination and titre are completed during the stay), the dog is released.

Most owners choose to do the titre test and avoid the facility stay, both for welfare reasons and because the facility cost is substantial.

Cats have a completely different experience

It is worth saying clearly: the CDC high-risk rules above apply only to dogs. Cats entering the USA from the UAE face essentially no US federal import requirements.

Your cat will need airline documentation for the cargo booking (a standard health certificate from a UAE vet confirming the cat is microchipped and healthy), but at the US border, cats are not subject to CDC inspection. A healthy cat from the UAE arrives and is released without examination or facility stay.

Some US states have their own cat import requirements, but most impose nothing beyond the federal baseline.

Which US airports have CDC-registered facilities

If your dog does not have a valid titre test, it can only arrive at a US airport that has a CDC-registered animal care facility. You cannot fly the dog to a small regional airport and drive to your destination.

The CDC maintains a list of registered facilities on its website (cdc.gov/importation). Major airports with registered facilities include JFK (New York), LAX (Los Angeles), O’Hare (Chicago), and a number of other large hubs. Confirm with the CDC before booking to ensure your specific arrival airport has a current registration.

Emirates, Etihad and Qatar Airways all fly from the UAE to airports with CDC facilities, which gives you reasonable options on this route.

FAQ

Common questions

Budget 10-14 weeks from start to travel date if your dog already has a current rabies vaccination. The key step is the titre test blood draw, which must happen at least 30 days after the final rabies vaccination and at least 28 days before US entry. The test result itself takes 1-2 weeks to come back. Combined with health certificate preparation and airline booking, a 10-12 week lead time is realistic.
Yes, provided the microchip was implanted before the vaccination and the vaccination was given by a licensed vet in the UAE. The titre test evaluates the antibody level in the blood, not the origin of the vaccination. A UAE-issued rabies vaccination that meets the basic requirements (licensed vet, correct timing sequence, ISO microchip pre-dating the vaccine) is valid for the titre test process.
The animal is housed at the registered facility and monitored for signs of rabies during the 28-day period. During this stay, the facility may administer a US-licensed rabies vaccine and perform a titre test. If the titre meets requirements before 28 days, early release may be possible. The facility must be pre-booked before departure. Costs vary by facility but typically range from $100 to $400 per day. The owner pays all costs.
If your dog was vaccinated in the USA with a US-issued rabies vaccine before moving to the UAE, different rules may apply. Dogs with a valid US-issued rabies vaccination returning from a high-risk country use the Certification of US-Issued Rabies Vaccination form rather than the Foreign Vaccination form. This can simplify the process. Check the CDC website for current rules on US-vaccinated dogs returning from high-risk countries.
Strongly recommended. The combination of CDC high-risk rules, the titre vs facility decision, the certification forms requiring government endorsement in the UAE, and the arrival airport constraints creates meaningful documentation risk. An experienced agent who knows this route can significantly reduce the chance of a document problem on arrival. Agent fees typically run AED 2,000 to AED 6,000 for the UAE-to-US corridor.
