The UAE is on the CDC's high-risk country list. Dogs from the UAE face significantly different rules than dogs from low-risk countries like the UK or Australia. Do not assume the process matches what you may have read for European or UK dogs.
Without a valid titre test, your dog MUST arrive at a US airport that has a CDC-registered animal care facility. You cannot arrive at a small regional airport or drive across a land border without a titre.
The Certification of Foreign Rabies Vaccination form is valid for 30 days from the vet's signature and can only be used once. Do not sign it until you have a confirmed travel date.
Cats from the UAE face essentially no US federal requirements. The CDC rules above apply to dogs only.

High-risk vs low-risk: what it means for your dog
The CDC classifies countries as high-risk or low-risk based on the prevalence of dog-mediated rabies. The UAE falls on the high-risk list, which means the simpler process that applies to UK or German dogs does not apply here.
For dogs from high-risk countries, there are two pathways to US entry:
Pathway 1 (titre test): Your dog has a valid rabies serology titre test from a CDC-approved laboratory, with blood drawn at least 30 days after vaccination and at least 28 days before US entry. A valid titre result removes the quarantine requirement and allows arrival at any US port of entry.
Pathway 2 (CDC facility): Your dog does not have a valid titre. On arrival, the dog is directed to a CDC-registered animal care facility for a 28-day stay. All costs are paid by the owner. After 28 days (potentially shortened if US vaccination and titre are completed during the stay), the dog is released.
Most owners choose to do the titre test and avoid the facility stay, both for welfare reasons and because the facility cost is substantial.
Cats have a completely different experience
It is worth saying clearly: the CDC high-risk rules above apply only to dogs. Cats entering the USA from the UAE face essentially no US federal import requirements.
Your cat will need airline documentation for the cargo booking (a standard health certificate from a UAE vet confirming the cat is microchipped and healthy), but at the US border, cats are not subject to CDC inspection. A healthy cat from the UAE arrives and is released without examination or facility stay.
Some US states have their own cat import requirements, but most impose nothing beyond the federal baseline.
Which US airports have CDC-registered facilities
If your dog does not have a valid titre test, it can only arrive at a US airport that has a CDC-registered animal care facility. You cannot fly the dog to a small regional airport and drive to your destination.
The CDC maintains a list of registered facilities on its website (cdc.gov/importation). Major airports with registered facilities include JFK (New York), LAX (Los Angeles), O’Hare (Chicago), and a number of other large hubs. Confirm with the CDC before booking to ensure your specific arrival airport has a current registration.
Emirates, Etihad and Qatar Airways all fly from the UAE to airports with CDC facilities, which gives you reasonable options on this route.
