What your pet needs

Every item below must be completed and verified before your pet can travel. Expand each category for the detail.

Microchip
Implanted before the rabies vaccination, with manufacturer documentation retained for the border crossing.
Rabies vaccination
Valid rabies vaccination given between 21 days and 12 months before the Ukraine entry date. Pets from a country the World Organisation for Animal Health (WOAH) recognises as rabies-free are exempt from vaccination, which doesn't apply on a UAE departure since the UAE isn't on that list.
Rabies titre test
A rabies antibody titre test is required to enter Ukraine from any country, including the UAE. Blood must be drawn no sooner than 14 days after vaccination, and the test itself must fall between 3 and 24 months before the entry date, a noticeably wider window than MOCCAE's own 365-day titre validity.
Quarantine
No routine quarantine for a pet arriving with the full documentation set Ukrainian authorities recognise.
Import permit
No standalone Ukrainian import permit for a personal pet. The international veterinary certificate issued at origin, exchanged at the border crossing, functions as the entry document.
Health certificate
International veterinary certificate, issued by the UAE-based licensed vet and structured to Ukrainian state veterinary service requirements. Dogs also need a negative Toxoplasmosis test result and cats a Dermatophytosis (ringworm) test result, both recorded on the same certificate.
Export permit
No separate UAE export permit exists. MOCCAE's veterinary health certificate for export or re-export of live animals is itself the export clearance document, applied for through the MOCCAE portal, which requires a UAE Pass login.
Veterinary inspection
After the online application, a MOCCAE-approved vet at a clinic based at DXB or AUH carries out a final in-person inspection, confirming the microchip matches the paperwork and that parasite treatment was given within the 14 days before travel.
Government endorsement
The MOCCAE-approved airport clinic vet endorses the certificate directly. No further government office visit is required.
Health certificate
Valid 30 days from issue, fee AED 100 for a consignment of up to two animals travelling for personal, non-commercial reasons. It cannot be reissued once expired, so timing it against the actual travel date matters.
