Microchip
Not formally required, but strongly recommended: a 15-digit microchip meeting ISO Standard 11784 or Annex A to ISO Standard 11785, scannable on arrival at Johan Adolf Pengel International Airport. The UAE side already requires one for municipality registration, so this is a non-issue in practice.
Rabies vaccination
Required for all dogs and cats, given between 21 days and 12 months before entering Suriname. A vaccination outside that window doesn't satisfy the requirement, regardless of how current the certificate otherwise looks.
Rabies titre test
Not required from any country of origin, the UAE included. Suriname's published guidance notes a titre test is sensible for pets from countries classed as high risk for rabies, but the UAE's own rabies-controlled status keeps it outside that group.
Quarantine
Not imposed on a pet that meets the requirements on arrival. Pets that don't are quarantined, returned to the UAE, or euthanised at the owner's cost, a considerably harsher outcome than the UAE's own document-hold approach to incomplete paperwork.
Import permit
Not required for a personally accompanied pet dog or cat travelling with its owner. Unaccompanied pets or those routed as standalone air cargo need advance approval from the Ministry of Agriculture, Animal Husbandry and Fisheries first.
Health certificate
International health certificate completed within 7 days of entry into Suriname, endorsed by a government veterinarian in the country of departure. For a UAE-origin pet, the MOCCAE-endorsed export certificate is what satisfies this, recording the microchip, vaccination and general health status.
