Pet Transport from the United Arab Emirates to Singapore

Singapore’s pet import rules are set by the Animal and Veterinary Service (AVS), a division of NParks. The process for UAE-origin pets involves several specific requirements that must be completed in the correct order and within defined time windows.

The ISO microchip must be implanted before any rabies vaccination. The vaccination must be administered after microchipping. The titre test blood draw must happen at least 28 days after the vaccination, and the result must be 0.5 IU/ml or higher from an AVS-approved laboratory. Critically, the titre test result has a validity window: the blood must have been drawn between 90 days and 12 months before your pet’s Singapore arrival date. A titre test drawn less than 90 days before arrival will not satisfy the requirement; one drawn more than 12 months before arrival has expired. The import licence application must be submitted through the AVS online portal at avs.nparks.gov.sg at least 30 days before arrival. The application requires details of your pet, vaccination records, and titre test documentation. Approval is not automatic, so allow extra buffer time and do not book a confirmed flight date before the licence has been granted.

All pets arriving in Singapore from the UAE, regardless of vaccination status or titre test result, are required to complete a 30-day quarantine period at the AQC (Animal Quarantine Centre) upon arrival at Changi Airport. This applies to both dogs and cats. The quarantine cannot be shortened, waived, or served at a private facility.

The AQC is operated by AVS. Pets are housed in individual kennels or enclosures for the duration. The cost is paid by the owner and rates are set by AVS. Confirm the current quarantine fees directly with AVS before travel, as rates can change. The quarantine is separate from any other preparation step and must be factored into your relocation planning from the start.

Many UAE residents relocating to Singapore for employment contracts know about the quarantine requirement and build it into their arrival planning. If you are arriving ahead of your pet, the pet typically enters quarantine on the same day as its flight lands. Emirates SkyCargo operates direct cargo services from Dubai (DXB) to Singapore Changi (SIN) and is the primary option for this route. Pets travel as manifested cargo in a pressurised, temperature-controlled hold. The flight time is approximately 7 hours direct, making this a manageable journey for a pet in an appropriate IATA-compliant crate.

Book live animal cargo space through an approved Emirates cargo agent. Cargo space for pets is separate from passenger reservations and limited in quantity. Book 4-6 weeks ahead of your travel date and confirm the booking in writing. Temperature embargoes during Gulf summer months can restrict availability, so if you are travelling between June and September, confirm with the agent early.

Singapore Airlines Cargo operates the same route from the Singapore end and can be booked for DXB-SIN moves. Etihad Cargo is the option from Abu Dhabi. For pets connecting via Hong Kong, Cathay Pacific Cargo is an alternative, though the additional stop extends the journey. All pet transport on this sector is cargo only; no airline accepts pets in the cabin on UAE-Singapore international routes.
