Rabies titre test
Not required for a pet entering Mongolia, whatever its country of origin, the UAE included. Worth flagging early: the ease of getting a pet into Mongolia has no bearing on what a return trip to the UAE later would need, since MOCCAE runs its own separate classification system for pets arriving back into the country.
Quarantine
No quarantine for pets arriving with a complete, compliant certificate. Facilities for holding non-compliant animals are limited, so an incomplete document risks the pet being refused entry outright rather than simply delayed.
Import permit
Not required for a personal pet travelling with its owner. Only commercial imports of animals need a separate import permit.
Health certificate
The MOCCAE-endorsed export certificate, checked on arrival by veterinary officials at Chinggis Khaan International Airport, serves as the import document.

Veterinary inspection
Physical examination at a MOCCAE-approved veterinary clinic confirming the microchip reads correctly, vaccination status is current, and the animal is fit to travel. Dubai pets route through Dubai Municipality veterinary services; Abu Dhabi and the northern emirates route through MOCCAE directly.
Government endorsement
The examining vet completes and stamps the certificate, then MOCCAE, or Dubai Municipality for a Dubai-based pet, endorses it close to the flight date.
Health certificate

Air China's headline-making suspension of dog transport, which took effect from 1 February 2025, is scoped specifically to flights arriving in the United States and does not, on its own wording, apply to a Dubai-Beijing-Ulaanbaatar itinerary. Confirm this directly with Air China Cargo before booking, since airline practice sometimes runs broader than a policy's stated scope.

Turkish Airlines
Dubai to Istanbul on Turkish's dense daily schedule, connecting to a Turkish Airlines or MIAT Mongolian Airlines service on to Ulaanbaatar. Cabin pets under 8kg; brachycephalic breeds excluded from cabin and hold since October 2021. Turkish's well-publicised refusal to carry pets is specific to UK-connected flights and doesn't extend to this Gulf routing.
