Microchip

Rabies vaccination

Minimum age at first vaccination is 12 weeks generally, but because Ukraine sits outside MOCCAE's approved low-risk list, the minimum age for a pet entering from Ukraine rises to 15 weeks. A first vaccination, or any break in the vaccination record, means a mandatory 21-day wait before the titre blood draw can be taken.

Rabies titre test

A rabies antibody titration (FAVN) test is mandatory for pets travelling from Ukraine, since it falls outside MOCCAE's roughly 50-country low-risk list. The result must read at least 0.5 IU/ml, from a laboratory recognised by the exporting country's competent authority. The certificate stays valid 365 days provided the vaccination remains current and no booster is given in the meantime.

Quarantine

No routine quarantine for a pet that arrives with a compliant import permit, health certificate and titre result. A pet without full paperwork is held at an approved facility at the owner's cost until it resolves.

Import permit

Applied for online through the MOCCAE e-service before travel, valid 90 days from issue, costing AED 200. Limited to two companion animals per person, per year. A release fee of AED 500 per dog or AED 250 per cat is charged on arrival.

Health certificate

MOCCAE's Model Veterinary Health Certificate (see origin side), issued in MOCCAE's required format and matched precisely to the pet's microchip number.

Export permit

No standalone export permit for a personal pet. The owner obtains Veterinary Certificate Form No. 1 (VET-1) from a state veterinary clinic in Ukraine, then exchanges it for an international veterinary certificate at the border crossing into Poland or Romania, since no functioning border-crossing vet post currently operates at any Ukrainian airport.

Veterinary inspection

Pre-export clinical exam by a licensed Ukrainian vet, plus internal and external parasite treatment recorded on the certificate within 14 days of the flight, since that is MOCCAE's requirement rather than a Ukrainian one.

Government endorsement

The international certificate is countersigned by an official state veterinarian once the pet has crossed the Polish or Romanian border.

Health certificate

MOCCAE's own Model Veterinary Health Certificate for exporting cats and dogs to the UAE must be completed, in the exact format MOCCAE specifies, by an accredited vet. Because Ukraine has no operating export vet post at an airport, most owners get this finished once across the border, in Poland or Romania.

Ukrainian civilian airspace has been closed since 24 February 2022 and remains closed in mid-2026, despite a Cabinet-approved Civil Aviation Development Strategy and a new coordination centre announced in July 2026. No airline has a confirmed restart date, so every pet on this route needs the overland leg into Poland or Romania before any flight is possible.

Ukraine sits outside MOCCAE's low-risk country list, which pushes the minimum age to 15 weeks and makes the FAVN titre test mandatory, not optional as it would be for a pet from a listed country.

The titre sample must go to a laboratory the exporting country's authority recognises. Ukrainian domestic labs are not always accepted for this purpose, which is one reason many owners submit the sample once they have crossed into Poland or Romania rather than before leaving Ukraine.

The MOCCAE import permit is valid for 90 days only. Given how unpredictable the overland leg can be, book the permit application to leave a comfortable margin rather than cutting it close to the flight date.

What United Arab Emirates requires

Getting a pet into United Arab Emirates means meeting a demanding set of rules with no shortcuts. Start from the earliest deadline and work forward from there.

Avoiding the common mistakes

Microchip before you vaccinate. The microchip must be in place before the rabies shot for the vaccination to count, and getting this order wrong is the most common and costly mistake.

Use an official, government-authorised vet for the health certificate, not just your usual clinic. Many destinations only accept certificates signed by an approved vet.

If this is your first international move, consider an IPATA-registered pet transport agent. They handle the documents, airline booking and crate sizing, and can troubleshoot problems.

Get your pet used to the travel crate weeks in advance. A calm, crate-familiar animal travels far better than one meeting the crate for the first time at the airport.
