Critical points

The microchip must be implanted before the rabies vaccination. If vaccination happened first, the vaccination is considered invalid under EU rules and the full sequence must restart from the vaccination step.

The 90-day wait is calculated from the blood draw date, not the date the titre test result was issued. One day short means your pet cannot enter the Netherlands until the full 90 days have elapsed from the draw date.

The FAVN test must be at an EU-approved laboratory. Confirm approval status before sending the blood sample. Not every veterinary laboratory qualifies.

The EU unlisted-country sequence: step by step

EU Regulation 576/2013 and Implementing Regulation 2020/692 govern pet imports into the Netherlands from non-EU, non-listed countries. Uganda falls into this category, so the full sequence applies to both dogs and cats.

The steps must happen in this exact order:

  1. ISO 11784/11785 microchip implanted. This must happen before vaccination.
  2. Rabies vaccination administered after microchipping.
  3. Blood drawn for the FAVN test, at least 30 days after the vaccination.
  4. FAVN result confirmed at or above 0.5 IU/ml from an EU-approved laboratory.
  5. 90-day wait from the date blood was drawn (not the result date).
  6. EU-format health certificate completed within 10 days of departure, endorsed by MAAIF.

The 90-day wait is the controlling constraint for planning. Work backwards from your intended Netherlands arrival: blood draw must happen at least 90 days before. Add 30 days before that for the post-vaccination window. The minimum biological waiting time before travel is 120 days, before accounting for MAAIF processing, cargo booking, or certificate timing.

Routing from Entebbe to Amsterdam Schiphol

All pet cargo from Uganda departs from Entebbe International Airport (EBB). Amsterdam Schiphol (AMS) is the main entry point for pet cargo into the Netherlands.

The most direct routing for East Africa to AMS is the Kenya Airways and KLM joint venture: Entebbe to Nairobi (NBO) on Kenya Airways, then Nairobi to Amsterdam on KLM Cargo. This partnership means the AMS leg is operated by KLM, which is familiar with EU import documentation requirements on arrival.

Brussels Airlines via Brussels (BRU) is a strong alternative. The EBB-BRU leg is well-established and BRU-AMS connections are frequent and short. This routing adds a European transit step but is reliable for live animal cargo.

Ethiopian Airlines Cargo via Addis Ababa (ADD) to AMS and Turkish Airlines Cargo via Istanbul (IST) to AMS are two further options. Confirm live animal acceptance and any current embargoes with each carrier before booking. Book cargo space 4-6 weeks ahead; availability on the Entebbe-Europe corridor for pet cargo is limited.

MAAIF export requirements and EU health certificate

Uganda’s Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) at maaif.go.ug governs live animal exports. Before your pet can travel from Entebbe, you need an export permit from MAAIF and an EU-format health certificate issued by a MAAIF-authorised veterinarian and endorsed by MAAIF.

The EU-format health certificate must record: the ISO-compliant microchip number, rabies vaccination details (date, vaccine name, batch number, valid period), the FAVN test result and the date the blood was drawn, and the animal’s health status on the day of examination. It must meet the requirements of EU Regulation 576/2013 and Implementing Regulation 2020/692. It must be completed within 10 days of departure.

MAAIF endorsement adds time beyond the veterinary appointment. Allow 2-4 weeks for the full MAAIF process. If your travel date is fixed, work back from the 10-day certificate window to identify when the veterinary appointment must happen, and then when to submit to MAAIF.

At Amsterdam, the Netherlands Food and Consumer Product Safety Authority (NVWA) will inspect your documents on arrival. Inspectors look for: the blood draw date (must be at least 90 days before today), the titre test result (at least 0.5 IU/ml), the microchip date (must be before vaccination date), and the health certificate validity (completed within 10 days of the travel date). Any error in this sequence, however small, can result in refusal of entry.
