The microchip must be implanted before the rabies vaccination. If your pet was vaccinated before microchipping, the vaccination is considered invalid under EU rules and the entire sequence must restart from microchipping.
The 90-day wait is calculated from the date the blood was drawn for the FAVN test, not from the date the result was received. Missing this calculation by even one day means your pet cannot enter France until the full 90 days have elapsed.
The FAVN test must be done at an EU-approved laboratory. Not every veterinary laboratory is approved. Confirm EU approval status before sending the blood sample.
Uganda is not on the EU list of approved third countries for simplified pet import. The full unlisted-country sequence (microchip, vaccination, FAVN test, 90-day wait, EU health certificate) applies without exception.

How the EU FAVN titre test sequence works from Uganda
The FAVN (Fluorescent Antibody Virus Neutralisation) test is the EU’s standard method for verifying rabies protection in dogs and cats from non-listed countries. It measures rabies antibody levels in a blood sample. The EU requires a minimum result of 0.5 IU/ml from an EU-approved laboratory.
The sequence from Uganda runs in a fixed order and each step must be correct before the next can begin:
- Microchip implanted (ISO 11784/11785).
- Rabies vaccination administered after microchipping. If the microchip is implanted after vaccination, the vaccination is invalid and the sequence restarts.
- Blood drawn at least 30 days after the rabies vaccination. The sample is sent to an EU-approved laboratory.
- Titre test result confirmed at or above 0.5 IU/ml.
- 90-day wait from the blood draw date. This is the date the sample was collected, not the date the result was issued.
- EU-format health certificate completed within 10 days of departure, endorsed by MAAIF.
The 90-day wait is the critical planning constraint. Work backwards from your intended France arrival date: the blood draw must happen at least 90 days before arrival. Add 30 days before that for the post-vaccination window, and you are at a minimum of 120 days of biological waiting before the pet can travel.

Cargo routing from Entebbe to Paris
All pet cargo from Uganda departs from Entebbe International Airport (EBB). There are no direct Uganda-to-France flights. Routing is through a European or East African hub.
Brussels Airlines via Brussels (BRU) is one of the most established options for East Africa to Europe. The Entebbe-Brussels leg connects to Brussels Airlines or partner carriers into Paris Charles de Gaulle (CDG). Brussels Airlines has regular EBB service and a track record with live animal cargo on this corridor.
Ethiopian Airlines Cargo via Addis Ababa (ADD) operates direct ADD-CDG service, making this a two-leg route from Entebbe. Ethiopian Cargo is experienced with East African pet exports and is a reliable alternative to Brussels routing.
Turkish Airlines Cargo via Istanbul (IST) and Air France Cargo via CDG connections are two further options. Confirm live animal acceptance and current restrictions with each carrier before booking, as policies and embargoes change.
Book cargo space 4-6 weeks in advance. Confirm that your intended travel date falls after the 90-day wait has fully elapsed.
MAAIF export requirements from Uganda
Uganda’s Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) at maaif.go.ug governs live animal exports. Before your pet can travel from Entebbe, you need an export permit from MAAIF and an EU-format health certificate issued by a MAAIF-authorised veterinarian and endorsed by MAAIF.
The EU-format health certificate must meet the requirements of EU Regulation 576/2013 and Implementing Regulation 2020/692. It must record: the ISO-compliant microchip number, the rabies vaccination details, the FAVN test result and the date blood was drawn, and the animal’s health status on examination. The certificate must be completed within 10 days of departure. MAAIF endorsement adds time on top of the veterinary visit, so allow 2-4 weeks for the full process.
Your documentation pack for France should include: the MAAIF-endorsed EU health certificate, the FAVN titre test certificate (showing the blood draw date and the EU-approved laboratory name), the rabies vaccination certificate, and the microchip record. French border officials at the point of entry will inspect all documents. A certificate with an error in the sequence (for example, vaccination date before microchip date) will be rejected.
