For pet owners with flexibility on destination, the Uganda-to-Canada route is considerably less demanding than Uganda-to-US. The comparison below shows what changes between the two.

Canada’s CFIA position is that a valid rabies vaccination certificate is sufficient evidence of protection for personal companion dogs from Uganda. There is no additional requirement based on Uganda’s rabies risk classification for personal pets, which is a significant difference from the US approach.
Cargo routing from Entebbe to Canadian airports
All pet cargo from Uganda departs from Entebbe International Airport (EBB). There are no direct flights to Canada. All routings involve at least one hub connection.
Ethiopian Airlines Cargo via Addis Ababa (ADD) is the most established option for East Africa to Canada. The Entebbe-Addis Ababa leg connects to Ethiopian’s transatlantic service into Toronto Pearson (YYZ). Ethiopian Cargo has a well-established live animal operation on this corridor and is often the most straightforward choice.
Emirates SkyCargo via Dubai (DXB) and Turkish Airlines Cargo via Istanbul (IST) are both viable alternatives for YYZ. Brussels Airlines via Brussels (BRU) offers good connections to multiple Canadian gateways, particularly useful if direct ADD-YYZ availability is limited.
Each routing involves at least two flights, and live animal cargo acceptance must be confirmed with each carrier on each leg independently. Book 4-6 weeks ahead; cargo space for live animals fills quickly on popular departure dates.
MAAIF export requirements from Uganda
Uganda’s Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) at maaif.go.ug is the competent authority for animal exports. Two documents are required before your pet can board at Entebbe.
The export health certificate is prepared by a MAAIF-authorised veterinarian. It records the microchip number, vaccination history, and the animal’s health status on examination. MAAIF then endorses the certificate. The certificate must be completed within 10 days of departure, which is a standard requirement for international pet health certificates. Plan the MAAIF submission so the endorsed certificate is ready well before your departure window.
The MAAIF export permit is a separate authorisation required for the export of live animals from Uganda. Allow 2-4 weeks for MAAIF processing of both documents. Your IPATA agent or a local clearing agent in Kampala can advise on current turnaround times.
Your documentation pack for Canada should include: the MAAIF-endorsed export health certificate, the rabies vaccination certificate (in English or French), and the microchip record. Canadian Border Services Agency (CBSA) officers at the port of entry will inspect these documents on arrival.
