Uganda is not an approved country for direct import to Australia. A direct flight from Entebbe to any Australian airport will result in refusal of entry and return at the owner's expense.
The transit country residency must be genuine and documented. Keep all vet records, registration certificates, and evidence of continuous residence. DAFF verifies this documentation on arrival.
All pets entering Australia must fly into Melbourne (MEL) for quarantine at Mickleham. No other Australian entry point is permitted for imported pets.

Why the direct route from Uganda to Australia is not possible
Australia’s biosecurity framework groups countries by disease risk. Only countries in Groups 1 through 6 are approved for direct pet import. Uganda is not assigned to any of these groups, so pets whose most recent country of residence was Uganda cannot enter Australia by any direct path.
The restriction is about where the pet has been living, not just where the pet was born. DAFF requires documented, continuous residency in an approved country for a set period so that the animal’s health history can be verified under that country’s disease surveillance system. Uganda does not meet the criteria for that surveillance standard as far as DAFF is concerned.

Planning the transit route: UK, Germany, or France?
The most practical transit options from Uganda are the UK (Group 2), Germany (Group 3), and France (Group 3). Ethiopian Airlines and Turkish Airlines both connect Entebbe (EBB) to London, Frankfurt, and other European hubs, making the first leg manageable. RwandAir via Kigali is an additional option.
Choosing between Group 2 and Group 3 matters because of the waiting period. Group 2 (UK, Ireland, Singapore, Japan): after completing the vaccination and titre test sequence, there is no additional 180-day residency wait before the pet can travel to Australia. Group 3 (Germany, France, Spain, USA, Canada): the pet must spend 180 days from the titre test blood draw date in the approved country before it is eligible for Australian import.
If you need to reach Australia as quickly as possible, route through the UK. If Germany or France is more practical for your circumstances, build in the full 180 days. Either way, the pet must genuinely live in the transit country. Keep vet appointment records, a registered address, and any local animal registration documents as evidence.
Australian import requirements and Mickleham quarantine
Once your pet has completed the required period in the transit country, the Australia leg follows the standard process. An ISO microchip must be in place, a full two-vaccination rabies schedule completed, and an RNATT titre test result of at least 0.5 IU/ml must be on record from a DAFF-approved laboratory.
Apply for the DAFF import permit via BICON (bicon.agriculture.gov.au) well before travel. The permit costs AUD 420 and must be granted before you book the flight. The health certificate must be issued by a government vet in the transit country and must follow the exact DAFF-approved format for that country.
All pets entering Australia arrive at Melbourne (MEL). On landing, the pet transfers directly to the Mickleham Post Entry Quarantine Facility in Victoria for a mandatory 10-day stay. This applies to both Group 2 and Group 3 arrivals. The quarantine cost is paid by the owner and runs approximately AUD 2,000 to 3,500 for 10 days. After the quarantine period, and once health checks clear, your pet is released.
