Tunisia sits outside every one of DAFF's approved country groups. There is no direct compliant path from Tunis to Melbourne. A pet must first live continuously for 180 days in an approved Group 2 or 3 country, completing the whole import protocol there, before Australia will even open a case.
The RNATT wait is currently 180 days from the blood draw, not the 90 days that some older route guides still quote from earlier DAFF rules. Get this wrong by counting from the vaccination date, or the result date instead of the draw date, and months slip off the schedule.
Melbourne is the only Australian port of entry for a cat or dog. A booking that lands anywhere else in Australia cannot process the import, whatever the connecting flight's final destination happens to be.
Mickleham quarantine runs 10 days for a fully compliant file, but jumps to a minimum of 30 days if identity verification wasn't locked in before the RNATT blood draw. That's not a fee difference worth risking for the sake of skipping one paperwork step early.
