Thailand and Singapore AVS: Schedule III means 30 days quarantine
Singapore’s AVS classifies Thailand as a Schedule III country. This classification applies to countries with a higher disease risk profile, particularly for rabies. All cats and dogs from Schedule III countries must complete 30 days at an AVS-approved quarantine centre (AQC) immediately on arrival in Singapore. There are no exceptions.
The 30-day AQC quarantine is the dominant factor in planning a Thailand to Singapore pet move. Every other part of the process fits around this requirement. Your pet arrives at Changi, passes through CAPQ inspection with your AVS-recognised agent, and then goes directly to the AQC for the full 30 days before release to your home in Singapore.
AQC places are limited. Book before confirming your flight date. If the AQC is full on your intended arrival date, you cannot bring your pet that day. Your AVS agent will handle the AQC booking as part of the CAPQ clearance process.
The 2026 AVS agent requirement for Schedule III arrivals
From 1 April 2026, Singapore AVS introduced a requirement that all pets from Schedule III countries must be cleared through CAPQ by an AVS-recognised pet agent. Pet owners can no longer complete this process independently for Schedule III imports.
An AVS-recognised agent manages the CAPQ clearance documentation, liaises with the AQC, and ensures all arrival procedures are handled correctly. They are your representative at Changi when the pet arrives. Selecting an agent who handles Thailand to Singapore moves regularly is advisable; they will be familiar with the DLD documentation requirements and the specific CAPQ process for Thai imports.
AVS publishes the current list of recognised agents at nparks.gov.sg/avs. Appoint an agent before starting any other preparation step.
DLD export and the BKK to SIN flight
Thailand’s DLD (Department of Livestock Development) issues the export permit and endorses the health certificate. Allow 2 to 4 weeks for DLD processing. The health certificate must be in the format AVS Singapore specifies. Keep originals: copies are not accepted at CAPQ.
Bangkok has several daily flights to Singapore Changi. Singapore Airlines is the primary cargo carrier on this route and has well-established live animal handling procedures at Changi. Thai Airways also operates cargo on BKK to SIN. The flight is approximately 2 hours, making it one of the shortest intercontinental cargo journeys in Southeast Asia.
The titre test blood draw happens with your DLD vet and the sample goes to an AVS-approved laboratory. Confirm your lab choice is on the current AVS-approved list before the draw.
