Overview
Switzerland to Azerbaijan is manageable once you account for the 30-day vaccination rule and the Baku-only entry requirement. Azerbaijan requires rabies vaccination at least 30 days before arrival (nine days more than EU standard), and all pets must enter through Heydar Aliyev International Airport in Baku. Your Swiss vet issues the FSVO export health certificate. No titre test or quarantine applies. Turkish Airlines via Istanbul is the most common cargo routing. Allow four to six weeks preparation.

Critical points

Read before you book

⚠ The 30-day minimum for rabies vaccination is stricter than EU and Swiss domestic rules. Check the vaccination certificate date against your planned arrival date before booking flights.
⚠ Baku's Heydar Aliyev Airport is the only approved entry point for pet imports into Azerbaijan. No land border crossings or alternative airports are permitted.
⚠ Azerbaijan restricts certain breeds: Pit Bull Terriers, Japanese Tosas, Fila Brasileiros, Dogo Argentinos, and American Staffordshire Terriers. Check before planning if your dog may fall under these restrictions.
⚠ Switzerland does not issue EU pet passports. The FSVO export certificate is the correct document for Azerbaijan.

30 days, not 21: Azerbaijan's vaccination timing rule

Switzerland and the EU both require a 21-day minimum gap between the initial rabies vaccination and international travel. Azerbaijan’s requirement is different: 30 days from vaccination to arrival.

For most pets whose vaccinations are well-established and up to date, this distinction is irrelevant; the vaccination will have been given months ago. But if you are planning a move shortly after a vaccination update, this extra nine-day gap matters. Build the full 30 days into your schedule before booking flights.

The vaccination must also not be more than 12 months old at the time of arrival. If your pet’s rabies vaccination is approaching expiry, update it early enough to pass the 30-day window before your travel date.

Baku is the only permitted entry airport

Azerbaijan’s veterinary import rules specify that personal companion animals must enter through Heydar Aliyev International Airport (airport code GYD) in Baku. Other airports within Azerbaijan and land border crossings are not approved for live animal imports.

If you are planning to travel by road from Georgia, or fly into another Azerbaijani city, note that your pet cannot legally enter through those routes. All international cargo bookings for pets must be routed to GYD Baku.

Swiss export documentation for non-EU destinations

Switzerland is not an EU member. Swiss pets travelling abroad need an export health certificate from an official veterinarian authorised by the FSVO (Federal Food Safety and Veterinary Office, blv.admin.ch), not an EU pet passport.

The FSVO certificate records the microchip number, rabies vaccination date, and a veterinary health declaration. It is issued within 10 days of your travel date by the authorised vet. If your regular Swiss vet does not hold FSVO authorisation for export certificates, the FSVO can direct you to an authorised official vet.

FAQ

Common questions

Yes. Each pet requires its own individual health certificate. The microchip number, vaccination record, and health declaration are specific to each animal. One certificate cannot cover multiple pets.
No. Azerbaijan requires all pet imports to arrive through Heydar Aliyev International Airport in Baku. Land borders are not an approved entry route for companion animals. Plan your routing accordingly.
No. Azerbaijan has its own list of restricted breeds. It includes Pit Bull Terriers, Japanese Tosas, Fila Brasileiros, Dogo Argentinos, and American Staffordshire Terriers. The EU uses a different classification system. If your dog falls into any of these categories, contact the Azerbaijan State Veterinary Service before planning the move.
The Azerbaijan health certificate requirement states that it must be issued within 10 days of travel. Your FSVO-authorised vet schedules the certificate appointment close to your departure date. Do not have it issued too far in advance or it will be outside the validity window.
