For non-EU destinations, Spain’s Ministerio de Agricultura, Pesca y Alimentación (MAPA) governs the export health certificate process through the DGSVA (Dirección General de Sanidad de la Producción Agraria). An official veterinarian (Servicio Oficial de Veterinaria) issues the certificate after a pre-export examination. The DGSVA endorses the document.
The Spanish EU pet passport is not valid for Uganda. The MAPA-endorsed certificate is what Uganda’s MAAIF inspection team at Entebbe expects.
Book the pre-export examination with a Servicio Oficial de Veterinaria in Spain. The vet checks microchip, vaccination status, and general health.
