How does the Azerbaijan import permit process work?
The import permit is issued by the State Veterinary Service within Azerbaijan’s Ministry of Agriculture. The application requires your pet’s details: species, breed, ISO microchip number, and current vaccination status. You will also need to provide your planned travel dates and the entry airport, Heydar Aliyev International Airport (GYD) in Baku.
Processing times can vary, so contact the Ministry of Agriculture early in your planning. Do not book flights or commit to a moving date before the permit is confirmed or at least underway with a reliable expected issue date. Arriving at GYD without the permit in place risks the animal being held, which is both stressful and expensive.
Ask the State Veterinary Service at the time of application to confirm exactly which health certificate format they accept from Spanish vets. This allows your MAPA-approved official vet to prepare the right document without needing amendments later.
What does the MAPA official vet need to do?
Spain’s Ministerio de Agricultura, Pesca y Alimentacion (MAPA) maintains a list of official veterinarians authorised to endorse export health certificates. Your regular practice vet may not hold official status, so check the MAPA list at mapa.gob.es before booking the appointment.
The export health certificate is not the same as the EU pet passport. It is a separate document, specifically adapted for non-EU export, that records the microchip number, rabies vaccination details, and a declaration of fitness to travel. It must be issued within 10 days of your travel date, so the vet appointment needs to be timed carefully. Book it once you have a confirmed flight date.
Which airlines fly pets from Spain to Baku?
There are no direct flights from Madrid (MAD) or Barcelona (BCN) to Baku. Turkish Airlines via Istanbul is the most practical option, connecting both Spanish cities to Heydar Aliyev International Airport (GYD) on MAD-IST-GYD and BCN-IST-GYD routings. Turkish Cargo has an established process for connecting pet shipments at Istanbul. Book cargo space directly with Turkish Cargo rather than through the general booking line.
AZAL (Azerbaijan Airlines) is worth checking for routes that may connect via Istanbul or offer code-share arrangements. Qatar Airways via Doha provides a third option from Madrid. On any connecting itinerary, confirm pet cargo acceptance separately with each airline segment before booking.
