Critical points
The 180-day wait from blood draw is non-negotiable. No waivers are granted.
The South Africa to Japan routing involves at least two flight sectors. Plan for transit time at Singapore or Dubai.
File the 40-day AQS advance notification before your cargo booking is finalised. Missing this means your pet cannot be cleared on arrival.
South Africa is non-designated. The two-vaccination plus FAVN sequence applies regardless of prior vaccination history.
South Africa and Japan AQS: non-designated status explained
Japan’s Animal Quarantine Service uses a country classification system that reflects the global rabies risk profile of each origin. South Africa is a non-designated region because rabies is present in wildlife and dog populations, particularly in certain provinces. The classification covers all of South Africa regardless of the specific location or urban versus rural context.
Non-designated status means the full two-vaccination plus FAVN titre test protocol applies. The sequence is: ISO microchip (before first vaccination), first vaccination (dog at least 91 days old), minimum 30-day gap, second vaccination, minimum 30 days, FAVN blood draw. From the blood draw date: 180 days before Japan entry is permitted. The total minimum preparation time from the first vaccination is just over 7 months.
South Africa’s State Veterinarian (under DAFF South Africa) provides the government endorsement that Japan AQS requires on the health certificate. Your private vet in South Africa does the clinical work; the State Veterinarian stamps and endorses the documents.
The FAVN titre test from South Africa
The FAVN test (fluorescent antibody virus neutralisation) is the required test method for Japan AQS. It must be performed at a MAFF-approved laboratory, and the list of approved labs must be checked before booking the blood draw. KSVDL in the USA and CSIRO AAHL in Australia are both on the approved list and are accessible from South Africa via international courier.
Blood is drawn by your South African vet and shipped to the lab. Turnaround time is typically 1 to 2 weeks from when the sample arrives at the lab. A result of 0.5 IU/ml or above is passing. Below threshold means a booster vaccination and a repeat draw, adding roughly 6 to 7 months to the total timeline because the 180-day AQS wait restarts.
Record everything: vaccination dates, batch numbers, blood draw date, and laboratory accession number. Japan AQS will verify the timing chain on arrival, and any inconsistency can lead to a longer holding period.
Routing from South Africa to Japan via Singapore or Dubai
There are no direct flights from South Africa to Japan. The two main routing options are via Singapore and via Dubai. Singapore Airlines offers cargo connections from Johannesburg (JNB) to Singapore (SIN) and then SIN to Tokyo Narita (NRT). Changi has well-established live animal facilities, and Singapore Airlines Cargo has a strong track record for the JNB-SIN sector. The SIN-NRT leg is also frequently used for pet relocations.
Alternatively, Emirates operates JNB to Dubai (DXB) with cargo services, and DXB to NRT is a regular Emirates route. Emirates SkyCargo handles live animals at Dubai, and the DXB hub has significant cargo capacity. Both routings work; the choice comes down to scheduling and cargo availability at the time of booking.
The 40-day advance notification to AQS is a separate step from booking the cargo flights. File the notification to the AQS office at Narita at least 40 days before your pet’s arrival. Include the animal’s details, the vaccination and titre test history, and the confirmed flight information.
