Singapore Airlines flies Singapore to Cebu with the Boeing 737-8 MAX, and it says it can't accept pets on its Boeing 737-operated flights because there's no temperature control in the cargo hold. Its Manila flights use the Airbus A350-900 and Boeing 787-10, and pets can travel on them as checked baggage.
Its refused dog list, crosses included, covers Boxers, Boston Terriers, French and English Bulldogs, Pugs, Pekingese, Shih Tzus and Cavalier King Charles Spaniels, among others. Persian, Himalayan, Exotic Shorthair, British Shorthair, Burmese and Scottish Fold cats are refused too. Pets must be at least three months old, and if a pet and its crate weigh over 32kg, the airline asks you to use a cargo agent.
Scoot lists animals, other than service dogs, among the items it won't accept as cabin or checked baggage. Cebu Pacific takes household pets, other than service or support dogs, only as CEB Cargo. For international shipments, CEB Cargo works only with IATA-accredited freight forwarders.
The Bureau of Animal Industry (BAI) clears dogs and cats at any international port of entry, where you show the papers to its Veterinary Quarantine Officer. From Singapore, Singapore Airlines flies direct to Manila and Cebu, and Cebu Pacific flies to Manila, Cebu and Clark. BAI says a pet with all the required documents can be released the same day.
