What your pet needs

Every item below must be completed and verified before your pet can travel. Expand each category for the detail.

Microchip
Required. ISO 11784/11785 compliant, implanted before the rabies vaccination is given.
Rabies vaccination
Required. Given after the microchip, current and clearly dated on the health record.
Rabies titre test
Required. Singapore's long-standing rabies-free status doesn't itself secure an exemption from IAM's titre requirement: Australia carries the same internationally recognised rabies-free status and is still not on Macau's exempt list, established on this site's Australia-to-Macau route. No source found during research named Singapore specifically on IAM's short list of rabies-free exempt origins, so this guide applies the same titre pathway used for every other unconfirmed origin: blood drawn at least 30 days after vaccination, minimum result 0.5 IU/mL, then a further wait of around three months from the blood draw date before entry. Confirm Singapore's current status directly with IAM (+853 2833 7676) before relying on a shorter timeline. Source: Instituto para os Assuntos Municipais (IAM) pre-entry inspection requirements, as summarised via PetTravel.com and gov.mo, 2026.
Quarantine
No mandatory quarantine for pets that meet the pre-entry requirements and pass an on-arrival inspection by an IAM veterinary surgeon, under the policy IAM introduced on 12 June 2026 for pets from rabies-affected countries or regions meeting full documentation. Source: Macao SAR Government Portal, gov.mo, 'IAM optimises inspection policy for imported dogs and cats,' 2026.
Import permit
Import Licence for Live Animals (PS-1092), applied for through the Macao SAR Government Portal. IAM typically issues the licence within 3 working days, valid for 30 days once granted.
Health certificate
Official veterinary Health Certificate of Animal (form referenced as PS-1086 on the Macao SAR Government Portal), issued shortly before travel and covering microchip, vaccination and titre test results.
Export permit
AVS Export Licence required, applied for via the GoBusiness Licensing Portal before departure. Source: NParks AVS, avs.nparks.gov.sg, 2026.
Veterinary inspection
Pre-export examination by an AVS-accredited veterinarian, confirming microchip, vaccination and titre test status.
Government endorsement
Health certificate endorsed by AVS, reformatted to meet the IAM entry requirements Macau specifies rather than a generic export template.
Health certificate
Official health certificate issued by an AVS-accredited vet, endorsed by AVS, timed within 7 days of departure. Source: NParks AVS, avs.nparks.gov.sg, 2026.

Carriers on this route

Not all airlines accept live animals on this route. Confirm the operating carrier's current policy for every flight segment.

Cathay Pacific Cargo
No direct cargo service into Macau. Pets fly Singapore Changi to Hong Kong (HKG) with Cathay Pacific Cargo, an established SIN-HKG sector, then transfer by road across the Hong Kong-Zhuhai-Macau Bridge or by ferry, roughly an hour, to clear IAM inspection in Macau.
Cargo Only
Singapore Airlines Cargo
The home-carrier alternative for the Singapore-to-Hong Kong leg, with the same cross-border Macau transfer required afterward. Changi's live animal facility, used for the outbound booking, is one of the most developed in the region.
Cargo Only
Scoot
Scoot, part of the Singapore Airlines Group, flies Singapore to Macau nonstop for passengers but does not accept pets in the cabin or as cargo on any of its scheduled services.

Critical points

Singapore's own rabies-free status doesn't secure an exemption from IAM's titre test. The same is true of Australia on this site's other Macau routes, and no source could confirm Singapore is on Macau's short exempt-origin list, so the conservative titre pathway applies here too.

There is no direct cargo flight from Singapore to Macau. Every routing adds a Hong Kong transfer leg, which needs its own booking and paperwork, even though Scoot flies the Singapore-Macau sector nonstop for passengers.

The roughly three-month wait runs from the blood draw date, not the vaccination date. Miscounting this is a common source of delay.

The PS-1092 import licence is only valid for 30 days once issued. Apply against a confirmed travel date, not a provisional one.

The rules for bringing a pet into Macau

Macau has a detailed set of import rules, and each one needs to be satisfied before travel. None of it is unusual, but the order and timing are what catch people out.

How to keep this move on track

Book the titre test laboratory well ahead. Approved labs have limited slots and the sample takes time to process, so this is not something to leave to the final weeks.

Microchip before you vaccinate. The microchip must be in place before the rabies shot for the vaccination to count, and getting this order wrong is the most common and costly mistake.

Use an official, government-authorised vet for the health certificate, not just your usual clinic. Many destinations only accept certificates signed by an approved vet.

If this is your first international move, consider an IPATA-registered pet transport agent. They handle the documents, airline booking and crate sizing, and can troubleshoot problems.

FAQ

Common questions

Not confirmed. Australia carries the same rabies-free status and is not exempt from IAM’s titre requirement on its own Macau route, and no source located during research names Singapore on Macau’s short list of exempt origins. This guide applies the standard titre test and roughly three-month wait as the safer planning assumption.
No usable one. Scoot flies the route nonstop for passengers but does not accept pets at all. Every pet transfers via Hong Kong instead, flying Singapore Airlines Cargo or Cathay Pacific to HKG, then crossing into Macau by road or ferry.
Not for a pet that meets the pre-entry requirements. IAM dropped the mandatory quarantine for compliant dogs and cats in a policy change effective 12 June 2026. A pet that fails inspection or is missing documentation can still be held.
The Import Licence for Live Animals, PS-1092, applied for through the Macao SAR Government Portal. IAM usually issues it within 3 working days, but it expires 30 days after issue, so apply against a confirmed flight date.
18 to 24 weeks, driven mainly by the 30-day pre-titre wait, laboratory turnaround, and the roughly three-month wait after the titre test itself, which together outlast the flight booking or paperwork steps.
