EU Regulation 576/2013 lists Singapore as a recognised third country for pet movement. Singapore pets entering Italy need only a valid ISO microchip, a current rabies vaccination (21-day wait after a primary course), and the SFA-endorsed EU-format health certificate. The SFA (Singapore Food Agency) is Singapore’s official veterinary authority for animal export certification. An SFA-accredited vet issues the EU-format health certificate within 10 days of travel; SFA endorses it before departure. The whole documentation process takes four to six weeks. Singapore has a high volume of international relocations, and the SFA certificate process is well-supported by vets and agents familiar with EU requirements.
Routing via hub to Rome or Milan and Italy's no breed ban position
There is no direct cargo service from Singapore Changi (SIN) to Rome Fiumicino (FCO) or Milan Malpensa (MXP). All routings involve a European hub transfer. Singapore Airlines connects SIN to Frankfurt (FRA) or Amsterdam (AMS), from where connections to Italian airports are available. Lufthansa via FRA and Air France via CDG are further options. Confirm live animal acceptance on all flight segments, including the hub connection, when booking.
Italy removed its national breed-specific legislation in 2009. Italian Ministry of Health vets carry out a documentary inspection at FCO or MXP on arrival, but no breed classification is applied. For Singapore families with breeds that face restrictions in Germany or France, Italy offers an uncomplicated EU entry.
