Singapore EU-listed: no titre test and the SFA certificate process
EU Regulation 576/2013 lists Singapore as a recognised third country for pet movement. That means Singapore pets entering Germany need only a valid ISO microchip, a current rabies vaccination (21-day wait after a primary course), and the SFA-endorsed EU-format health certificate. No titre test, no 3-month wait. Source: food.ec.europa.eu, 2026.
The SFA (Singapore Food Agency) is Singapore’s official veterinary authority for animal export certification, having absorbed the former Agri-Food and Veterinary Authority (AVS) in 2019. An SFA-accredited vet issues the EU-format health certificate within 10 days of travel; SFA endorses it before departure. The process is well-established in Singapore given the volume of international pet relocations through Changi.
Singapore Airlines direct to Frankfurt and Germany's Bundesland breed rules
Singapore Airlines Cargo operates direct from Changi (SIN) to Frankfurt (FRA) and accepts live animal cargo on this route. Lufthansa Cargo also offers a direct SIN-FRA service. Both airlines have established animal handling facilities at Frankfurt, which is Germany’s main cargo entry point for pets from Asia.
Germany bans Pit Bull Terrier and Tosa Inu at federal level. Each Bundesland then adds its own restrictions; Bavaria is the most restrictive, covering Rottweiler, American Bulldog, and a range of other breeds. The rules vary significantly from state to state. Check the specific Bundesland rules for your destination city if your breed falls into any potentially restricted category before committing to the move.
