Singapore EU-listed: no titre test and the SFA export process
EU Regulation 576/2013 lists Singapore as a recognised third country for pet movement. Singapore pets entering France need only a valid ISO microchip, a current rabies vaccination (21-day wait after a primary course), and the SFA-endorsed EU-format health certificate. No titre test, no extended waiting period. Source: food.ec.europa.eu, 2026.
The SFA (Singapore Food Agency) is Singapore’s official veterinary authority, having taken over animal export certification from the former AVS in 2019. An SFA-accredited vet issues the EU-format health certificate within 10 days of travel; SFA endorses it before departure. Singapore has a large volume of international pet relocations through Changi, and the SFA process is well-understood by local vets and agents.
Direct flights to Paris CDG and France's Category 1 breed check
Singapore Airlines Cargo operates direct from Changi (SIN) to Paris CDG and accepts live animal cargo on this route. Air France Cargo also flies SIN-CDG direct. Both airlines have live animal handling facilities at CDG, where French customs carries out the arrival inspection for pets from third countries.
France’s breed legislation divides restricted breeds into two categories. Category 1 covers Pit Bull type dogs without official LOF or FCI breed registration; these cannot be imported. Category 2 covers Rottweiler and American Staffordshire Terrier with recognised pedigree; these can enter with ongoing restrictions. If your dog is not a restricted breed, no breed documentation is needed beyond the standard health certificate.
