Microchip
ISO 11784/11785 compliant microchip required, and it must be implanted before or on the same day as the rabies vaccination that will be used for UK entry. A chip fitted after vaccination invalidates that vaccination for travel purposes.
Rabies vaccination
Full primary course required after microchipping. A simple 21-day wait is not enough on its own here, because Serbia sits outside both of the UK's listed country groups (see titre test below).
Rabies titre test
Required. Serbia does not appear on either Part 1 or Part 2 of the UK's listed-country annex (confirmed against the retained EU Regulation 577/2013 Annex II text on legislation.gov.uk), which makes it an unlisted country for GB entry purposes. Blood must be drawn at least 30 days after the rabies vaccination, tested at an EU or UK-approved laboratory, and show a result of 0.5 IU/ml or above. Quarantine
No routine quarantine for a fully compliant pet. A pet that arrives with a missing or incorrectly timed step can be detained at the owner's cost or refused entry, so the sequence above has to be followed exactly.
Import permit
No general import licence required for a non-commercial move of up to five pets travelling with their owner. The GB Pet Health Certificate itself is the travel document APHA checks on arrival.
Health certificate
GB Pet Health Certificate required, completed by an Official Veterinarian shortly before travel and valid for 10 days from issue to entry into Great Britain.
Export permit (Serbia)

Air Serbia's direct Belgrade-Heathrow flight cannot carry your pet under any circumstances. Budget the extra time and cost of a connecting cargo route through Vienna or Frankfurt from the outset, not as a late discovery.

Serbia is unlisted for UK entry, not listed. The 3-month wait after the titre blood draw is fixed and cannot be reduced by paying for a faster lab or a rush booking.

The microchip must go in before the rabies vaccination that counts for the titre test. Get this order wrong and the whole vaccination-to-titre sequence has to restart.
