Rwanda to Germany requires the full EU unlisted country process. Rwanda is not on the EU listed country register, so the FAVN titre test, a 90-day mandatory wait, and an EU health certificate from RAB all apply. Preparation takes 5-6 …
Each step must be completed in a precise sequence. Start early. We manage every stage and deadline.
1
Microchip (ISO 11784/11785) - must precede all vaccinations
Responsible: Rwandan vet
First step. Chip before any rabies vaccination.
2
Rabies vaccination
Responsible: Rwandan vet
After microchipping. Wait at least 30 days before blood draw for titre test.
3
FAVN titre test blood draw at EU-approved laboratory
Responsible: Rwandan vet + EU-approved laboratory
At least 30 days after vaccination. Ship sample to an EU-approved laboratory in Europe or North America. Allow 2-4 weeks for results.
4
90-day wait from the date of successful titre test result
Responsible: N/A
Mandatory. Cannot be shortened. The 90-day clock starts from the blood draw date.
5
Book cargo from Kigali to Germany
Responsible: Owner or agent
During the 90-day wait. RwandAir or Brussels Airlines via BRU, or Ethiopian Airlines via ADD to FRA. Confirm live animal acceptance.
6
EU-format health certificate from RAB-authorised vet
Responsible: RAB-authorised vet + RAB
Within 10 days of travel to Germany.
7
Travel to Germany via Brussels or Frankfurt
Responsible: Airline + owner
Travel day. Kigali to Brussels (direct) is approximately 8-9 hours. Brussels to Frankfurt is a short onward connection.

Critical points to read before you book
The 90-day wait after a successful titre test is a hard legal minimum under EU regulations. It cannot be shortened. The clock runs from the blood draw date.
Microchip before vaccination. The sequence is critical. Chipping after vaccination invalidates the vaccination for EU entry purposes.
No EU-approved FAVN laboratories operate in Rwanda. Samples must be shipped internationally to Europe or North America. Confirm correct storage, packaging, and courier selection with your vet.
RwandAir and Brussels Airlines both offer direct KGL-BRU routes. Confirm live animal cargo acceptance on the specific flight you are booking, not just the airline generally.
Airlines
Carriers approved for this route
Not all airlines accept live animals on this route. We know which carriers to use and how to book.
RWANDAIR
RwandAir
Rwanda's national carrier with direct Kigali (KGL) to Brussels (BRU) service. RwandAir Cargo handles live animal freight. The KGL-BRU direct route is a practical option for Kigali to Europe moves.
Cargo Only
BRUSSELS
Brussels Airlines
Operates direct flights between Brussels (BRU) and Kigali (KGL). Brussels Airlines Cargo handles live animal freight. BRU connects to Frankfurt (FRA) and other German cities.
Cargo Only
ETHIOPIAN
Ethiopian Airlines
KGL to Addis Ababa (ADD), then ADD to Frankfurt (FRA) or other German cities. Ethiopian Airlines Cargo handles live animals. ADD is a major hub for Africa-to-Europe pet cargo.

KENYA AIRWAYS
Kenya Airways
KGL to Nairobi (NBO), then NBO to European connections via partner carriers. Kenya Airways Cargo accepts live animals. NBO is another well-used East Africa-to-Europe transit hub.
Cargo Only
RwandAir and Brussels Airlines: the direct route advantage
Most Africa-to-Europe pet moves require at least one transit hub. Rwanda is an exception. Both RwandAir and Brussels Airlines operate direct services between Kigali International (KGL) and Brussels (BRU). For pet cargo, this removes the complexity of a multi-carrier booking and transit hub documentation.
Brussels Airlines Cargo has established live animal cargo handling and the KGL-BRU route is a regular service. RwandAir Cargo also accepts live animal freight on select routes. In both cases, confirm live animal cargo acceptance on your specific flight before committing.
From Brussels, the connection to Frankfurt (FRA) is under two hours by air or around four hours by road. Most people arranging the German entry would route the cargo from BRU to FRA on the same or next day, then clear customs at Frankfurt. Your cargo agent handles this connection booking.
RAB: the authority for Rwanda's animal health certification
The Rwanda Agriculture and Animal Resources Development Board (RAB) is Rwanda’s national agricultural authority. RAB oversees animal health, breeding, and export certification. For EU export, RAB-authorised veterinarians issue the EU-format health certificate, and RAB endorses it before departure.
RAB is based in Kigali and is accessible to pet owners in the city. The RAB or a local pet transport specialist can identify which veterinary clinics are authorised for EU export health certificates. This matters because not every private vet in Rwanda will be set up for international export documentation.
The FAVN test sample shipping is a separate logistical challenge. No EU-approved FAVN lab operates in Rwanda, so samples travel to Europe or North America. Your vet must use the correct storage medium and a reliable international courier. BIOR in Latvia, Ghent University in Belgium, and Lelystad in the Netherlands are among the EU-approved labs accessible from East Africa. Allow 3-4 weeks from blood draw to result.
FAQ
Common questions about Rwanda to Germany pet transport
There is no direct Kigali-to-Frankfurt route for cargo. The most practical option is the direct KGL-BRU service (RwandAir or Brussels Airlines), with an onward BRU-FRA connection. Ethiopian Airlines via Addis Ababa (ADD) to Frankfurt is the other well-established route. Confirm live animal acceptance on your specific flight.
No. Rwanda does not have a veterinary equivalence agreement with the EU. Rwanda is an EU unlisted country for pet travel purposes, and the full EU unlisted process applies: FAVN titre test at an EU-approved laboratory, 90-day mandatory wait from the blood draw date, and an RAB-endorsed EU health certificate.
Blood samples for FAVN testing must reach an EU-approved laboratory in good condition. From Rwanda, this means correct temperature management (samples are typically shipped with a sodium azide preservative), proper packaging for biological specimens, and an international courier service. DHL and FedEx both operate from Kigali and handle biological sample shipping. Your vet should have experience with this process, or a pet transport agent can coordinate it.
