Rwanda is not an approved country for direct import to Australia. Any attempt to send a pet directly from Rwanda to Australia will result in refusal and return at the owner's expense.
The transit country residency period must be genuine. DAFF verifies documentation from the transit country. The pet must physically reside there, not simply transit through.
All pets entering Australia must fly into Melbourne (MEL) for quarantine at Mickleham. No other entry point is permitted for imported pets.

Why can Rwanda pets not go to Australia directly?
Australia’s Department of Agriculture, Fisheries and Forestry (DAFF) operates a tiered group system for pet imports. Countries are ranked Group 1 through Group 6 based on disease risk profile. Only countries within Groups 1 to 6 are approved for direct import. Rwanda is not classified in any of these groups, which means pets physically located in Rwanda cannot be imported to Australia regardless of their vaccination or titre test history.
The underlying reason is rabies and other disease risk. DAFF requires that a pet has been continuously resident in an approved country for a set period before travel, so that its disease exposure history can be verified under that country’s health surveillance system. A pet moving directly from Rwanda cannot satisfy this requirement.

How does the two-stage transit route work?
The first stage is relocating your pet from Rwanda to an approved country. The UK (Group 2) is the most commonly used option because it eliminates the 180-day post-titre-test wait: pets from Group 2 countries need only 10 days of quarantine on arrival in Australia, with no minimum post-titre-test residency period. Germany and France (Group 3) are also practical options with good direct cargo routes from Kigali via Brussels or Addis Ababa, but Group 3 requires 180 days from the titre test blood draw date before the pet is eligible to travel to Australia.
The pet must genuinely reside in the transit country. Keep vet records, registration documents, and any other evidence of residence. DAFF scrutinises documentation carefully on arrival, and any gap in the record can cause problems at the Mickleham quarantine facility.
The second stage is the move from the transit country to Melbourne (MEL). All pets entering Australia must arrive via Melbourne for quarantine at the Mickleham facility, regardless of which Australian city you are ultimately moving to. The quarantine period is 10 days for both Group 2 and Group 3 countries.
What are the full Australian import requirements?
Whether your pet transits via the UK (Group 2) or Germany/France (Group 3), the core Australian requirements are the same. Your pet needs an ISO 11784/11785 microchip implanted before or on the same day as the first rabies vaccination. Two rabies vaccinations are required, the first no earlier than 12 weeks of age, the second between 30 and 365 days after the first.
The RNATT titre test must return a result of at least 0.5 IU/ml from a DAFF-approved laboratory. Apply for the DAFF import permit via BICON (bicon.agriculture.gov.au) well before travel. The permit costs AUD 420 and must be in hand before you book the flight to Australia. The health certificate issued by a government vet in the transit country must follow the exact DAFF-approved format for that country.
On arrival in Melbourne, your pet goes directly to the Mickleham Post Entry Quarantine Facility for 10 days. This is non-negotiable and the cost is paid by the owner. After the 10-day period, assuming all tests clear, your pet is released to you.
