Pet Transport from Qatar to United Arab Emirates
Which United Arab Emirates rules depend on a pet coming from Qatar?
The United Arab Emirates sorts countries into 2 groups, and Qatar falls in “High-risk countries”.
Rabies titre test (at least 0.5 IU/ml, approved laboratory, valid 365 days) required; animal at least 15 weeks old. Official source
These rules apply to that group, on top of the rules every pet follows:
- Rabies titre test: The titre result must be at least 0.5 IU/ml; the result may instead be written on the health certificate. Applies to dogs and cats from high-risk countries.
استيراد حيوانات الرفقة ( قطط / كلاب) (Import of pets, cats/dogs), checked 1 October 2026 - Rabies titre test: The titre test certificate is valid for 365 days. Applies to dogs and cats from high-risk countries.
استيراد حيوانات الرفقة ( قطط / كلاب) (Import of pets, cats/dogs), checked 1 October 2026 - Minimum age: Animals from high-risk countries must be at least 15 weeks old. Applies to dogs and cats from high-risk countries.
استيراد حيوانات الرفقة ( قطط / كلاب) (Import of pets, cats/dogs), checked 1 October 2026
The rules that apply to every pet entering the United Arab Emirates, whatever the origin, are listed with their official sources in our United Arab Emirates guide.
What does Qatar require before your pet leaves?
- Export permit: MECC says animals not covered by CITES still need the required permits to be exported from Qatar; its 'Export Non-CITES Animal Permission' service (Hukoomi, for citizens and residents, free) issues them, and there is an annual export limit for each animal type. Dogs and cats are not named on these MECC pages, so confirm with MECC that a pet dog or cat goes through this permit (read in Chrome 2 October 2026). Applies to animals exported by citizens and residents (non-CITES species).
Export Non-CITES Animal Permission, checked 2 October 2026 - Export health certificate: The Ministry of Municipality's e-service for Hayya card holders, which issues veterinary health certificates and pet permits, handles both import and export of cats or dogs: the applicant logs in with a Hayya card number and chooses import or export when submitting (Hukoomi service 'Request Pet Import Permits for Hayya Card Holders', Ministry of Municipality, published 23 October 2022, read in Chrome). The page does not mention any endorsement step. Applies to dogs and cats of Hayya card holders leaving Qatar.
Request Pet Import Permits for Hayya Card Holders (English, published 23 October 2022), checked 2 October 2026 - Export health certificate: The Department of Animal Resources oversees the export, transfer and transit of pets (Hukoomi article 'Pets and Animal Control', dated 8 September 2020, read in Chrome). Applies to dogs and cats leaving Qatar.
Pets and Animal Control (body text not rendered to automated fetch), checked 2 October 2026 - Other conditions: Hukoomi's 'Owning Heritage Animals and Pets' life moment, for citizens and residents, gathers its animal services online and free of charge, including MECC's export permissions for animals not covered by CITES. Dogs and cats are not named on these MECC pages, so the pages do not confirm that a pet dog or cat export goes through this route (read in Chrome 2 October 2026). Applies to animals exported by citizens and residents through the Hukoomi 'Owning Heritage Animals and Pets' services (dogs and cats not named).
