DGAV publishes a Morocco-specific certificate for permanent or temporary export of dogs and cats from Portugal. An official vet signs it and certifies the animals were examined in the last 24 hours and found in good health. ONSSA also lists Portugal among the countries with an origin-specific certificate.

Morocco sorts countries into 2 groups, and Portugal falls in “Countries with an ONSSA origin-specific certificate”.

Use the certificate published by ONSSA for that origin (re-read 2 October 2026; the Netherlands model is dated 16 June 2026, the UK model 15 August 2025, the UAE model 3 October 2024). Official source

These rules apply to that group, on top of the rules every pet follows:

  • Quarantine: Not listed: ONSSA's model health certificate for other countries (I.CT.CN.JUIL.2025, read in full 2 October 2026) lists the import health attestations in points 1 to 7; none is quarantine. The consular portal describes only an arrival veterinary inspection by the ONSSA border post vet, and ONSSA's live animal page names quarantine only for cattle, sheep and goats. Applies to dogs and cats from countries without their own ONSSA certificate (ONSSA model I.CT.CN.JUIL.2025, 'Autres').
Certificat sanitaire pour l'importation au Maroc de chiens et de chats (I.CT.CN.JUIL.2025, other countries), checked 2 October 2026
  • Quarantine: Not listed: ONSSA's certificate for permanent or temporary import of dogs and cats from the European Union (I.CN-CT UE.JUIL.2023, read in full 2 October 2026) lists the import health attestations in points 1 to 7 (rabies-free residence, examination within 24 hours, permanent identification, inactivated rabies vaccine, permanent import or temporary import with titre test, laboratory reports, vaccination maintained); none is quarantine. Applies to dogs and cats from the European Union.
Certificat sanitaire importation définitive ou temporaire de chiens et chats à partir de l'UE (I.CN-CT UE.JUIL.2023), checked 2 October 2026
  • Rabies titre test: Titre test required for temporary imports of under 12 months: blood sample taken by a vet authorised by the competent authority at least 30 days after the previous rabies vaccination, result at least 0.5 IU/ml; lab reports countersigned by the origin veterinary authority must be attached.
Official sources differONSSA's older Arabic-language model for the same 'Autres' row (October 2021, https://www.onssa.gov.ma/wp-content/uploads/2022/09/Importation-chiens-chats-tiers-.pdf) says the blood sample must have been taken more than 3 months and less than 12 months before export; the July 2025 model (at least 30 days after the previous vaccination, no upper limit) is newer and is followed here.
  • Rabies titre test: Not required: animals coming for more than 12 months use the alternative attestation ('Or') with no titre test.
  • Rabies titre test: EU-origin certificate: titre test (at least 0.5 IU/ml, sample at least 30 days after vaccination) only for temporary imports; permanent imports ('définitivement') are the alternative with no test. Applies to dogs and cats from the European Union.
Certificat sanitaire importation définitive ou temporaire de chiens et chats à partir de l'UE (I.CN-CT UE.JUIL.2023), checked 2 October 2026
  • Health certificate: The certificate is signed by an official veterinarian of the origin country; animals must have been examined in the last 24 hours and found healthy on the day of loading.
  • Rabies vaccination: Animals must be vaccinated against rabies with an inactivated vaccine, and at least 21 days must have passed since the primary vaccination. Vaccine name, producer, batch, expiry, primary and last booster dates are recorded.
  • Rabies vaccination: The EU-origin certificate (July 2023) requires correct vaccination with an inactivated rabies vaccine; it does not state a 21-day wait. Applies to dogs and cats from the European Union.
Certificat sanitaire importation définitive ou temporaire de chiens et chats à partir de l'UE (I.CN-CT UE.JUIL.2023), checked 2 October 2026
  • Other vaccines and tests: Not listed: ONSSA's model health certificate for other countries (I.CT.CN.JUIL.2025, read in full 2 October 2026) lists the official veterinarian's health attestations in points 1 to 7 (rabies-free residence, examination within 24 hours, permanent identification, rabies vaccination, stay over 12 months or titre test, laboratory reports, vaccination maintained after the test); none is another vaccine or test.
  • Parasite treatment: Not listed: ONSSA's model health certificate for other countries (I.CT.CN.JUIL.2025, read in full 2 October 2026) lists the official veterinarian's health attestations in points 1 to 7 (rabies-free residence, examination within 24 hours, permanent identification, rabies vaccination, stay over 12 months or titre test, laboratory reports, vaccination maintained after the test); none is a parasite treatment.
  • Microchip: Animals must be identified by a permanent mark (tattoo or microchip) before rabies vaccination.
Official sources differONSSA's older Arabic-language model for the same 'Autres' row (October 2021, https://www.onssa.gov.ma/wp-content/uploads/2022/09/Importation-chiens-chats-tiers-.pdf) requires identification by electronic chip (microchip) before rabies vaccination; the July 2025 model accepts any permanent mark (tattoo or microchip) and, being newer, is followed here. A microchip meets both.
  • Other conditions: The general certificate's first health attestation (point 1) requires that the animals have been kept in a rabies-free country or zone since birth or for at least the 6 months before loading. Re-read in full on 2 October 2026: the attestations are cumulative and the only 'Ou/Or' alternative is in point 5 (stay over 12 months, or temporary stay with titre test). No alternative to point 1 is offered for animals from rabies-endemic countries, so as published such animals cannot be certified on this model. The UK (August 2025), EU (July 2023) and Netherlands (June 2026) models carry the same attestation. Applies to dogs and cats from countries without their own ONSSA certificate (ONSSA model I.CT.CN.JUIL.2025, 'Autres').

What does Portugal require before your pet leaves?

  • Export health certificate: Where the destination requires official certification, the clinical vet completes attestation Mod. 1452/DGAV to the destination's conditions, certification is requested through DGAV's Certific@+ system, and the owner then collects the health certificate from the DGAV service indicated. DGAV notes that some destinations need only official endorsement of the pet's own documents and some need no official intervention at all, so check the destination. Applies to dogs and cats leaving Portugal for non-EU countries.

FAQ

Common questions

It depends on how long the pet will stay. ONSSA requires a titre test of at least 0.5 IU/ml only for temporary imports of under 12 months. Animals coming for more than 12 months use an alternative attestation with no titre test.
An official vet signs the Morocco certificate. The clinical vet completes DGAV's attestation form 1452, certification is requested through the Certific@+ system, and you collect the certificate from the DGAV service.
ONSSA bans the import of dogs classed as dangerous, naming pit bull types, boerboel types and Tosa.
Royal Air Maroc's route page shows it sells Lisbon to Casablanca. Its pet page allows a pet in the cabin only up to 8 kg including the container. It also announces a strict ban on snub-nosed animals in the hold.
The DGAV certificate states the animals were examined in the last 24 hours. Morocco's consular portal says the health certificate must be issued within 3 days before embarkation by an official vet.
