Regulations checked
Step by step

The import process, in full

1
First, and before any vaccination planning. Low risk means no titre; high risk adds months.
Ask MOCCAE how it classifies Poland

Responsible: You (or your pet transport agent) + MOCCAE

2
Before spending anything.
Check the breed against the UAE's 16 banned types

Responsible: You

3
Chip first, always. Vaccination between 21 days and 12 months before entry, for pets over 3 months.
Microchip, then rabies vaccination

Responsible: Your veterinarian

4
At least 21 days after vaccination, and no more than 12 months before travel.
If Poland is high risk: FAVN blood draw and wait

Responsible: Your vet + approved laboratory

5
Issued in 1 working day and valid 90 days per MOCCAE, so time it against the flight.
Apply for the MOCCAE import permit

Responsible: You + MOCCAE

6
SkyCargo needs an 'OK to forward' confirmation from the destination airport, so book early. Etihad wants documents 7 days ahead.
Book Emirates SkyCargo to Dubai, or Etihad cabin to Abu Dhabi

Responsible: You + airline

7
Close to departure, on the MOCCAE-format certificate you supply.
Polish official vet completes and endorses the certificate

Responsible: Official veterinarian under the county veterinary officer

Checklist

What your pet needs

Every item below must be completed and verified before your pet can travel. Expand each category for the detail.

Microchip
Required, ISO 11784 compliant 15-digit chip, and it must be implanted before the rabies vaccination. A vaccination given before chipping is not accepted. The chip number on the health certificate must match the implanted chip.
Rabies vaccination
Required for cats and dogs over 3 months, given between 21 days and 12 months before entry.
Rabies titre test
Depends on how MOCCAE classifies Poland, and the sources disagree. MOCCAE exempts a list of roughly 50 low-risk countries from rabies antibody titration; high-risk origins need an FAVN result of at least 0.5 IU/ml, sampled at least 21 days after vaccination and no more than 12 months before travel. One reputable source places Poland in the low-risk group, another states explicitly that Poland does not appear on the published list. Confirm Poland's current status with MOCCAE before starting the vaccination chain: the answer changes the timeline by months.
Quarantine
None on arrival for a correctly documented pet with a valid permit.
Import permit
Required in advance from the Ministry of Climate Change and Environment (MOCCAE), applied for online through its services portal. MOCCAE's service page gives validity as 90 days from issue with 1 working day of processing, though two pet-travel sources say 30 days; the ministry figure should win but note the discrepancy. Maximum 2 companion animals per person per year, excluding resident pets returning.
Health certificate
Authorised health certificate issued by the competent veterinary authorities of the exporting country, with animals shipped according to IATA conditions.
Export permit
No Polish export permit. The Chief Veterinary Inspectorate's position is that each third country sets its own import rules, so the operative document is the MOCCAE-format health certificate completed and endorsed by an authorised official veterinarian working under the county veterinary officer.
Veterinary inspection
Examination and certification by an urzedowy lekarz weterynarii. Poland publishes no dog or cat certificate template for the UAE, so confirm the endorsement route with your regional veterinary inspectorate.
Government endorsement
Because the UAE requires pets to arrive as manifest cargo, this move may fall on the commercial rather than the non-commercial side of EU movement rules. Whether TRACES registration applies to an owner-accompanied cargo shipment is unclear; ask the county veterinary officer.

Carriers on this route

Not all airlines accept live animals on this route. Confirm the operating carrier's current policy for every flight segment.

Emirates
Currently the only carrier flying Warsaw to Dubai nonstop, seven times a week, about 6 hours 30 minutes. No pets in the cabin. Because animals travelling INTO Dubai must be manifest cargo, this is an Emirates SkyCargo booking rather than checked baggage: the published 500 to 800 dollar baggage tiers apply only to itineraries starting in Dubai. Snub-nosed breeds and their crosses are carried only under specific conditions in the winter season, November to April. Every transit pet needs a minimum 6-hour connection in Dubai, and a 24-hour emergency contact number must be displayed on the container.
Cargo Only
Etihad
The cabin option, via Abu Dhabi rather than Dubai. Etihad is the only UAE airline that takes cats and dogs in the cabin: up to 8kg including carrier, carrier maximum 40x40x22cm under the seat, ventilation on at least three sides, minimum age 16 weeks, documents at least 7 days ahead, from 399 US dollars in Economy. It flies Warsaw to Abu Dhabi nonstop five times weekly, and Poland is not on its excluded-destination list.
Cabin and Cargo
flydubai and LOT
Both join the Warsaw to Dubai route in October 2026 (flydubai from 1 October, LOT from 25 October), so neither is an option today. flydubai carries pets only through flydubai Cargo, never in the cabin. LOT's general cabin allowance is 8kg including carrier, but its reported handling for Dubai is freight only, and its Dubai service is too new to be confirmed.
Cargo Only
Costs

What this route typically costs

EU pet passport from a Polish vet, around 190 PLN under the current fee schedule
Pre-travel health certificate, averaging around 95 PLN
MOCCAE import permit reported at AED 200 per pet, plus arrival veterinary inspection reported at AED 250 for a cat and AED 500 for a dog
Etihad cabin carriage from 399 US dollars, or Emirates SkyCargo quoted per shipment
FAVN titre test if Poland is classified high risk; no published Polish laboratory price was found

Critical points

Settle Poland's MOCCAE risk classification before you start. Sources disagree on whether Poland is on the low-risk list, and the difference is roughly six weeks versus three to four months. Getting it wrong late is expensive.

Pets travelling into Dubai must arrive as manifest cargo, so Emirates' published 500 to 800 dollar checked-baggage tiers do not apply on this direction; they are for itineraries starting in Dubai. Budget for SkyCargo instead.

Only one airline flies Warsaw to Dubai nonstop today. flydubai joins in October 2026 and LOT later that month, so schedules you read describing three carriers are describing the autumn, not now.

The rest of the UAE requirements, which are straightforward

Once the classification is settled, the paperwork is conventional. An ISO-compliant 15-digit microchip, implanted before the rabies vaccination (a vaccination given before chipping is not accepted, and the chip number on the certificate must match the implanted chip). Rabies vaccination for pets over three months, given between 21 days and 12 months before entry. An import permit obtained in advance through the MOCCAE portal, issued in one working day and valid 90 days according to the ministry’s own service page, though some pet-travel sources say 30; the ministry figure should win but it is worth confirming when you apply.

MOCCAE caps imports at two companion animals per person per year, excluding resident pets returning home. There is no quarantine on arrival for a correctly documented pet.

The breed list, though, is long and specific: sixteen named types are banned as fighting or dangerous dogs along with their hybrids, and it includes several that surprise European owners. Boerboel, Bully Kutta, Tibetan Mastiff and Dogue de Bordeaux sit alongside the more predictable Pit Bull and Staffordshire types. Check before anything else if your dog is a large guarding breed.

Dubai means cargo; Abu Dhabi means the cabin

Here is the distinction that shapes the booking. Emirates never carries cats or dogs in its cabin, and animals travelling into Dubai must arrive as manifest cargo. The tiered checked-baggage fees you will read about, 500 dollars up to 23kg and so on, apply only to itineraries starting in Dubai. Flying Warsaw to Dubai, your pet is an Emirates SkyCargo shipment, priced per booking, with a minimum six-hour connection required for any transit animal and a 24-hour emergency contact number displayed on the container.

Etihad offers something no other UAE carrier does. It is the only airline in the country that takes cats and dogs in the cabin, up to 8kg including the carrier, in a container no larger than 40 by 40 by 22 centimetres under the seat, minimum age 16 weeks, from 399 US dollars in Economy with documents submitted at least seven days ahead. It flies Warsaw to Abu Dhabi nonstop five times a week, and Poland is not on its list of excluded destinations.

For a cat or small dog, that makes Abu Dhabi the humane choice even if Dubai is your final destination: a 90-minute road transfer at the far end is a small price for keeping the animal in the cabin. For anything larger, it is a cargo booking either way.

On the route itself, be careful with schedule information. Today only Emirates flies Warsaw to Dubai nonstop, seven times a week. flydubai joins from 1 October 2026 and LOT from 25 October 2026, so pages describing three carriers on the route are describing the autumn.

Two seasons that pull in opposite directions

The Gulf summer is the harder constraint. Emirates SkyCargo carries the listed snub-nosed dog and cat breeds only under specific conditions during the winter season, November to April. For a Pug, Bulldog, Boxer, Shih Tzu, Persian, British Shorthair or Scottish Fold, that is a six-month closure from May to October, not a soft advisory. Dubai ground temperatures in July and August drive ramp-side caution for other animals too.

At the Warsaw end the risk runs the other way. LOT refuses hold carriage above 29.4C or below 7.2C, and the 7.2C floor is a live problem in a Polish winter, which is precisely the window that opens Dubai for snub-nosed breeds. Where the pet moves as cargo rather than checked baggage, the cold limit is managed by the cargo facility rather than applied as a passenger rule, which is one more reason this corridor is usually a cargo job.

The clean compromise for most owners is spring or early autumn: warm enough at the Warsaw end, cool enough at the Dubai end, and outside the peak of both constraints.

FAQ

Common questions

That depends on how MOCCAE classifies Poland, and the published sources disagree. MOCCAE exempts around fifty low-risk countries from rabies antibody titration and requires an FAVN result of at least 0.5 IU/ml from everywhere else, sampled at least 21 days after vaccination. One source places Poland in the low-risk group and another says it is absent from the list, so confirm directly with MOCCAE before starting: it is the difference between a six-week move and a three-to-four month one.
Only to Abu Dhabi, on Etihad, which is the sole UAE airline carrying cats and dogs in the cabin: up to 8kg including carrier, container no bigger than 40x40x22cm, minimum age 16 weeks, from 399 US dollars, with documents seven days ahead. Emirates never carries pets in the cabin, and animals arriving into Dubai must come as manifest cargo.
Today only Emirates flies the nonstop, seven times a week, and pets travel as SkyCargo freight rather than checked baggage. flydubai joins the route from 1 October 2026 and LOT from 25 October 2026, so any source describing three carriers is describing the autumn schedule rather than the current one.
Reported at AED 200 per pet, with an arrival veterinary inspection fee of around AED 250 for a cat and AED 500 for a dog. MOCCAE’s own service page gives one working day of processing and 90 days of validity, though some sources say 30 days, so confirm the validity window when you apply and time the application against your flight.
Sixteen named breeds and their hybrids: Staffordshire Bull Terrier, American Pit Bull Terrier, American Staffordshire Terrier, American Bully, Fila Brasileiro, Dogo Argentino, Tibetan Mastiff, Neapolitan Mastiff, Dogue de Bordeaux, Boerboel, Bullmastiff, Cane Corso, Bully Kutta, Perro de Presa Canario, Japanese Tosa and Presa Canario. Several of these surprise European owners, so check before making any other arrangements.
