Which Spain rules depend on a pet coming from the Philippines?
The EU sorts non-EU countries into groups, and the Philippines falls in “Non-listed third countries and territories”.
Rabies antibody titration test required: sample taken by an authorised veterinarian at least 30 days after primary vaccination and not less than 90 days before the animal health certificate is issued, tested in an EU-designated laboratory, result at least 0.5 IU/ml. The 90-day wait does not apply to re-entry of an EU-resident pet whose passport documents a favourable test done before leaving the EU. Official source
These rules apply to that group, on top of the rules every pet follows:
- Rabies titre test: Where required (non-listed origins), the test must measure a level of neutralising antibody to rabies virus in serum of at least 0.5 IU/ml, done in a designated laboratory. Neither the EC page nor 2026/131 (which refers to point 1 of Annex XXI to Delegated Regulation (EU) 2020/692) names a test method such as FAVN or RFFIT. Applies to dogs and cats from non-listed third countries.
Bringing a pet into the EU from a non-EU country, checked 1 October 2026 - Rabies titre test: The test must be done by an official laboratory designated under Article 37 of Regulation (EU) 2017/625, or by a laboratory in a third country listed in Annex VIII to Implementing Regulation (EU) 2021/404 designated in line with Article 37(4) and (5) of that Regulation; only laboratories specifically accredited for the method may do it, so the laboratory need not be in the EU. The EC publishes the lists of designated laboratories. Applies to dogs and cats from non-listed third countries.
Designated laboratories for performing rabies antibody titration tests, checked 1 October 2026 - Rabies titre test: The blood sample must be taken by an authorised veterinarian at least 30 days after the primary vaccination (or within a current valid vaccination series) and not less than 90 days before the animal health certificate is issued. What does the Philippines require before your pet leaves?
- Export permit: BAI is the sole authority that can issue export permits for pet dogs and cats leaving the Philippines. BAI advises exporters to confirm the destination's current rules with that country's veterinary authority. Applies to dogs and cats leaving the Philippines.

Spain only admits third-country pets through designated Travellers' Points of Entry: Madrid-Barajas, Barcelona-El Prat, Malaga-Costa del Sol and Alicante-Elche airports among them. Book flights that land at one.
The Animal Health Certificate must be presented in Spanish. An English-only certificate can be rejected.
Manila heat embargoes and the Doha summer window (roughly May to September) can close cargo space; winter bookings clear more easily.

Spain's entry rules for a Manila pet, in order
Microchip before vaccination, always. Then the rabies jab at 12 weeks of age or older, a 30-day wait, and the titre blood draw. The result needs to reach 0.5 IU/ml at an EU-designated laboratory, and since the Philippines has none (Manila’s RITM lab holds a US CDC accreditation, which the EU does not recognise), your vet couriers the sample to a designated lab abroad. From the draw date, three months must pass before entry.
The closing document is the EU Animal Health Certificate, signed by an official vet, valid 10 days from issue to arrival, and presented in Spanish. MAPA, the Spanish agriculture ministry, publishes the certificate models. Once inside, the AHC covers onward EU travel for four months. Up to five pets per traveller; a sixth tips the move into commercial rules. The Philippine side needs the BAI export permit with names matching the vaccination card exactly, three animals maximum per movement.
Spain’s potentially dangerous dogs regime (Pit Bull types, Rottweiler, Dogo Argentino and others) is a licensing rule for owners living in Spain, not an import ban, but budget time for the licence if your dog is on the list.
Routing: one stop, always
Qatar Airways via Doha is the workhorse: Manila to Madrid in around 18 and a half hours all in, with the pet as manifested cargo and a transit stop at the airline’s dedicated animal centre at Hamad International. Turkish Airlines via Istanbul suits small pets, since anything up to 8kg including the carrier can ride in the cabin. Emirates via Dubai is the third option, cargo only, and refuses snub-nosed breeds outright.
Summer complicates all three. Manila tarmac heat and the Gulf hub embargo window, roughly May to September, can shut cargo acceptance for days at a time. If your dates are flexible, aim for October to April.
