Critical points
From 1 April 2026, an AVS-recognised pet agent is mandatory for Schedule III CAPQ clearance. Appoint one before any other step.
30-day AQC quarantine is mandatory for all Philippine pets. No exceptions.
Book the AQC place before confirming your cargo flights. AQC places are limited.
BAI processing takes 2-4 weeks. Start the export clearance application well before your travel date.
Philippines and Singapore AVS: the Schedule III pathway
The Philippines is classified as a Schedule III country by Singapore’s AVS because of its disease risk profile, including rabies in parts of the country. Schedule III classification means all cats and dogs from the Philippines must complete 30 days at an AVS-approved quarantine centre (AQC) immediately on arrival in Singapore.
This is the single most significant factor in planning a Philippines to Singapore pet move. It applies to every pet regardless of vaccination status, titre test result, or health history. Schedule III is a country-level classification, not a per-pet assessment.
The AQC provides veterinary oversight throughout the 30 days. Owners can visit during visiting hours. At the end of the quarantine period, the pet is assessed by AVS and, if healthy and documentation-compliant, released to the owner.
BAI export clearance and the 2026 agent requirement
The Bureau of Animal Industry (BAI) under the Philippines’ Department of Agriculture is the authority for export clearances and health certificate endorsements. Your Filipino vet issues the health certificate; BAI endorses it. Allow 2 to 4 weeks for BAI processing.
The health certificate must be in the format AVS Singapore specifies. BAI endorsement confirms the document meets Philippine export standards; AVS acceptance requires the format to meet Singapore import standards. A specialist agent familiar with both Philippine and Singapore requirements is helpful, particularly for ensuring the health certificate format is correct on the first attempt.
From 1 April 2026, an AVS-recognised pet agent must handle the CAPQ clearance at Changi. Appoint this agent before starting any other preparation. The agent will advise on the specific BAI documentation format required for Singapore imports and will manage the AQC booking and arrival procedures.
Manila to Singapore: direct and reliable cargo connections
Manila (MNL) is well-connected to Singapore Changi (SIN). Philippine Airlines, Singapore Airlines, and Cebu Pacific all operate this route. The flight time is approximately 3 to 4 hours, and cargo services are available on most daily departures.
Confirm live animal acceptance on your specific flight with the cargo desk. Not all aircraft types on this route accept live animals. Get written confirmation and confirm the crate specifications required by the carrier.
The titre test blood draw is done at your Filipino vet; the sample is sent to an AVS-approved laboratory by international courier. Confirm the lab is on AVS’s current approved list before booking the draw. Once the titre result is confirmed and all BAI documentation is in order, your cargo booking can be finalised.
