Requirements

What your pet needs to enter Indonesia

Every item below must be in place before your pet can travel. We manage and verify each one.

Microchip
Required. ISO 11784/11785 standard. Must be implanted before the rabies vaccination.
Rabies vaccination
Required. Administered at least 30 days before arrival and no more than 12 months old on arrival. Full history required on the certificate.
Rabies titre test
Required. FAVN rabies antibody titre test, blood drawn 30 or more days after vaccination. Minimum result 0.5 IU/ml, from a laboratory Barantin recognises.
Quarantine
Mandatory on arrival. Standard 7 to 14 days for pets with a complete, compliant document set, held at a Barantin quarantine facility. Incomplete paperwork extends this substantially.
Import permit
Required. The rekomendasi (Surat Izin Pemasukan) is a two-stage permit: a provincial recommendation from the destination province's animal husbandry office, then national approval from the Directorate of Animal Health in Jakarta. Valid 30 days from issue. Apply via Barantin's karantinaindonesia.go.id portal.
Health certificate
Government-endorsed veterinary health certificate, valid 5 to 10 days from issue. Must record species-specific vaccination: DHLPP for dogs, FVRCP for cats.
Export permit (Philippines)
Not required for personal pets.
Costs

What this route typically costs

FAVN titre test at a Barantin-recognised laboratory: USD 150-250.
BAI export health certificate and vet examination: USD 100-180.
Rekomendasi permit application: USD 50-150.
Barantin quarantine facility fees, 7-14 days: USD 300-800.
Connecting cargo fee, Manila to Jakarta via Singapore or Kuala Lumpur: USD 500-900 depending on crate size.

Critical points to read before you book

Apply for the rekomendasi permit before any vaccination or titre testing begins. The two-stage provincial-then-national approval process needs to be in hand before the rest of the timeline can proceed.

There is no direct flight from Manila to Jakarta. Realistic routings connect via Singapore or Kuala Lumpur.

A pet cannot clear quarantine by arriving directly into Bali. Entry has to be through a mainland port, usually Jakarta, with any onward domestic transfer to Bali happening afterwards.

Airlines

Carriers approved for this route

Not all airlines accept live animals on this route. We know which carriers to use and how to book.

Garuda Indonesia
No non-stop cargo service between Manila and Jakarta. Garuda's connecting itinerary via Singapore or Kuala Lumpur is the more commonly used option for pet cargo on this corridor.
Cargo Only
Philippine Airlines
Operates the outbound leg from Manila to a Southeast Asian hub, typically Singapore, before an onward connection to Jakarta.

The rules for bringing a pet into Indonesia

Indonesia has a detailed set of import rules, and each one needs to be satisfied before travel. None of it is unusual, but the order and timing are what catch people out.

How to keep this move on track

Book the titre test laboratory well ahead. Approved labs have limited slots and the sample takes time to process, so this is not something to leave to the final weeks.

Microchip before you vaccinate. The microchip must be in place before the rabies shot for the vaccination to count, and getting this order wrong is the most common and costly mistake.

Use an official, government-authorised vet for the health certificate, not just your usual clinic. Many destinations only accept certificates signed by an approved vet.

If this is your first international move, consider an IPATA-registered pet transport agent. They handle the documents, airline booking and crate sizing, and can troubleshoot problems.
