Peru is non-listed for the EU: what does that mean for my pet going to Spain?

The EU maintains a list of third countries whose animal health standards are recognised as equivalent to EU rules. Pets from these listed countries can enter the EU with an Animal Health Certificate and no titre test. Peru is not on that list.

For a Peruvian pet entering Spain, the full non-listed country pathway applies: an ISO microchip that predates the rabies vaccination; a current rabies vaccination; a FAVN or ELISA blood titre test at an EU-approved laboratory, with a minimum result of 0.5 IU/ml; blood drawn at least 30 days after the most recent vaccination; and a 3-month wait from the blood sampling date before Spain entry.

The certificate from SENASA (Servicio Nacional de Sanidad Agraria), Peru’s agricultural health authority, covers all of these requirements in the EU Animal Health Certificate format. Spanish customs at Madrid Barajas verifies the certificate, the titre test dates, and the microchip on arrival.

This process is the same for both dogs and cats from Peru. There is no exemption by species or by size of pet.

Spain's PPP rules: what Peruvian owners need to know

Spain has a category of potentially dangerous dogs called Perros Potencialmente Peligrosos (PPP). If your dog is on the PPP list, you can still import it from Peru. The PPP law is about in-country conduct and owner liability, not about border entry.

PPP breeds include Pit Bull Terrier, American Staffordshire Terrier, Rottweiler, Dogo Argentino, Fila Brasileiro, Tosa Inu, and Akita Inu, as well as dogs that physically resemble these breeds even if of mixed heritage. A PPP dog must be muzzled and on a leash no longer than two metres in public spaces at all times. The owner must hold a specific civil liability insurance policy and obtain a PPP licence from the local municipality.

Getting a PPP licence involves a criminal background check, a basic dog-handling competency assessment, and registration of the dog with the local council. Processing times vary by municipality. In Madrid and Barcelona, the process is well-established. In smaller cities, it can take longer.

If your dog is a PPP breed, factor the licence process into your arrival planning. Some landlords also refuse PPP dogs in rental properties.

Iberia cargo from Lima: booking and timing

Iberia operates Lima Jorge Chavez (LIM) to Madrid Barajas (MAD) direct on a regular schedule. Iberia Cargo accepts live animals on this route in the pressurised, temperature-controlled hold. The direct routing means no hub transit, which reduces stress for your pet and simplifies the logistics.

Book the cargo slot four to six weeks before your travel date. Provide the exact crate dimensions and combined weight of pet plus crate. Iberia Cargo will confirm live animal capacity on the specific flight. Not every aircraft configuration on this route has equal live animal cargo capacity, so it is worth confirming early in your planning window.

LATAM Cargo also operates on the Lima-Madrid route and is worth checking if Iberia direct cargo is unavailable on your preferred dates. Air France via CDG is a third option but adds a Parisian hub leg to what would otherwise be a direct Spain routing.
