Why does Peru's non-listed status add months to this move?
The EU divides the world into listed and non-listed countries based on animal health standards. Listed countries have regulatory equivalence with the EU. Non-listed countries, including Peru, do not. For pets from non-listed countries, the EU requires proof of adequate rabies protection through a serology test, not just vaccination records.
That test is the FAVN (Fluorescent Antibody Virus Neutralisation) or ELISA test. Your vet in Lima draws a blood sample, at least 30 days after the most recent rabies vaccination. The sample goes to an EU-approved laboratory, which tests for the level of rabies-neutralising antibodies. The minimum passing level is 0.5 IU/ml.

After the 3-month wait, and once your titre result is confirmed, your pet can be booked on the cargo flight and the final health certificate organised.

SENASA, Peru’s national agricultural health authority, is responsible for endorsing pet export health certificates. The process starts with your regular vet conducting a health examination and issuing a certificate. SENASA then reviews and endorses the document, which is what validates it for international and specifically EU use.
For France, the SENASA-endorsed certificate must follow EU Animal Health Certificate format. It needs to include the ISO microchip number, the full vaccination history, and the titre test results including the result date and the blood sampling date. French border inspectors at CDG verify all of these details.
Allow a few extra days for SENASA’s endorsement workflow, which is not always same-day. Your vet or a relocation agent familiar with SENASA processes will know how to time the appointment correctly so the certificate is issued and endorsed within the 10-day window before travel.
