Every item below must be completed and verified before your pet can travel. Expand each category for the detail.

Microchip

ISO 11784/11785 microchip required, and it has to be implanted before the rabies vaccination. A vaccination given before the chip is scanned in is not accepted by MOCCAE.

Rabies vaccination

Current rabies vaccination required. For a first-time or lapsed vaccination, a minimum 21-day wait applies before the pet can travel.

Rabies titre test

Required. MOCCAE keeps its own low-risk list of roughly 50 countries, among them the UK, Germany, Japan, Singapore and Australia, and Paraguay is not on it. That puts this route on the standard high-risk pathway: a rabies antibody titre test (RNATT) result of 0.5 IU/ml or above, valid for 365 days from the sample date provided the vaccination stays current. Some UAE pet relocation sources also describe a further waiting period after the blood draw itself, separate from the 21-day post-vaccination minimum; MOCCAE's own published guidance does not confirm this consistently, so check the current position directly with MOCCAE or an accredited agent before booking a flight date.

Quarantine

No routine quarantine for a pet that clears MOCCAE's document and physical checks on arrival. A pet without a valid titre result or complete paperwork can be held at the owner's cost.

Import permit

Import permit applied for online through MOCCAE's e-services platform before departure, AED 200, valid 90 days from issue. A separate release permit is paid at the airport once the pet lands, reported at roughly AED 500 for a dog and AED 250 for a cat, confirm the current figure with MOCCAE at the time of collection. Personal import is capped at 2 pets per person per year, two cats, two dogs, or one of each.

MOCCAE-format veterinary health certificate, built from the SENACSA CVI, confirming microchip, vaccination and titre test details.

Export permit

No separate export permit beyond the CVI. The certificate itself functions as export authorisation once SENACSA has confirmed the clinical inspection, microchip match and vaccination record.

Certificado Veterinario Internacional (CVI), issued by SENACSA under Tramite 2 for companion animal export, following the MERCOSUR pet certificate model reformatted to meet MOCCAE's entry documentation. A clinical inspection must take place within 10 days of the CVI being issued, through the SENACSA Digital portal or the Certification Department in person.
