Singapore entry requirements

Every item below must be in place before your pet can enter. We verify and track each one.

Microchip
ISO 11784/11785 or ISO 11785 Annex A compliant microchip, fitted before the rabies vaccination that starts the titre-test clock.
Rabies vaccination
Required before export. Panama does not appear on AVS Schedule I or Schedule II, so it falls under Schedule III, and pets are also vaccinated against rabies again on arrival in Singapore regardless of the Panamanian record. Source: AVS, avs.nparks.gov.sg, fetched July 2026.
Rabies titre test
Required. WOAH-prescribed rabies neutralising antibody test, minimum 0.5 IU/ml, blood drawn at least 28 days after vaccination, at a WOAH reference laboratory or one approved by a Schedule I or II country. The result must fall between 90 days and 12 months before export, which fixes a 90-day floor from the blood draw to the earliest possible travel date.
Quarantine
Minimum 30 days at Singapore's Animal Quarantine Centre (AQC). Current fees, in force to 30 November 2026: SGD 26 a day fan-cooled, SGD 35 a day air-conditioned, plus a SGD 75 airport transfer fee.
Import permit
AVS import licence via the GoBusiness Licensing Portal, applied for before departure. SGD 50 standard (2 working days) or SGD 100 express (1 working day).
Health certificate
MIDA-DINASA-endorsed certificate, completed between 2 and 7 days of the export date, the window AVS specifies for Schedule III arrivals. Book the Changi Animal & Plant Quarantine Station (CAPQ) inspection at least 5 days ahead of arrival; a walk-in inspection costs SGD 133 an hour.

No general export permit for a companion pet leaving Panama. An official health certificate from a MIDA-registered vet, endorsed by MIDA-DINASA (Dirección Nacional de Sanidad Animal), covers the export documentation.

Critical points

Panama is not on AVS Schedule I or Schedule II, so it defaults to Schedule III: a WOAH titre test, a 90-day wait from the blood draw, and 30 days at the AQC on arrival.

The 90-day wait runs from the date blood was drawn, not the date the lab confirms the result. Miscounting this by even a few days pushes the whole schedule back.

Turkish Airlines is currently the only carrier offering a single-airline routing between Panama City and Singapore. Confirm live animal cargo space on both the PTY-IST and IST-SIN legs separately, since a booking on one leg does not guarantee space on the other.

Singapore's breed ban list, Pit Bull types, Akita, Boerboel, Dogo Argentino, Fila Brasileiro, Perro de Presa Canario and Tosa among them, applies with no exemptions regardless of Panamanian paperwork.
